Motion made by Cecil Norris, seconded by Vera Clary that Revenue Sharing money be
used for installation of water main and fire plug at Coleman and first streets,
motion carried.
The City Engineer has completed certain forms for a sewer plant in 1977. This is
relative to a Federal Grant at that time.
Joyce Kincaid reported that Weldon Holbrook, C. G. Hays and Paul Baxter had agreed
to serve as the auditing committee. Motion made by Cecil Norris, seconded by
Hunter Phelx)s that these men be officially appointed. Motion carried.
C. L. Gotcher stated he plans to retire in March 1975. The council agreed that his
replacement should work with him for a sufficient length of time to learn the various
aspects of the job.
The Mayor asked Joyce Kincaid and Cecil Norris to work with him in the writing a
job description for the Water Works Superintendent. -
Motion made by Cecil Norris, seconded by Joyce Kincaid that the city pay $25
registration fee for the city secretary to attend a 3 day workshop on tax assessing
and collecting Jm . Motion carried.

The Prosper City Council met in regular session June lQth-at 8:00 pm in the City
Office. F. K. Mullendore opened the meeting with a prayer.
The following were present, F. K. Mullendore, Vera Clary, J. T. Johnson, Joyce
Kencaid, Hunter Phelps, Cecil Norris, ihm Mattie P. Bridges, Jaunice Stanton
and Chester Hays.
The minutes x*x of the previous meeting were read. Motion made by Cecil Norris,
seconded by Vera Clary to approve the minutes as read, motion carried.
The secretary gave the financial report. Motion made by J. T. Johnson, seconded
j by J. T. Johnson to accept the report, motion carried.
The outstanding bills were presented. Motion made by Joyce Kencaid, seconded by
J. T. Johnson, to pay the bills, motion carried.
The Mayor reported on a meeting with Mr. Hancock'of the State Department of Health
at which time Mr. Hancock stressed the fact that an auxillary pump be installed
to insure adequate water in cases of emergency and to maintain an approved water
supply. Motion made by Vera Clary, seconded by J. T. Johnson that a pump be
purchased and installed by local labor. Motion carried.
Motion made by J. T. Johnson, seconded by Cecil Norris that a 36" culvert be installd
on 7th street to run diagonally across the street in the area of property owned
by Mr. Whitehead to divert the water, thus prevent 'I'u Cher, washing of the street.
Motion carried. Joe Templin to do the work.

Motion made by Cecil Norris, seconded that z 1911 in culvert be installed on 3rd

Cecil Norris suggested that culverts already on hand be used.
The Mayor presented for discussion the problems of resurfacing second and third 141
streets including methods and cost estimates. Lower fifth street to receive some
repair using any waste taken from second and third. Chester Hays stated that the
Methodist church would want to work with the council in the repair of third street
bordering the church property and church street.
One method discussed being 241 width of asphalted surface bordered on each side by
a 61 wide concrete ditch of such contour as to allow water to drain without going
over the street and which would eliminate the use of culverts. The cost of this
method would necessitate property owner participation. In order to present the
matter most effectively, Cecil Norris moved that a special meeting be called for
Monday, June 17th at 8:00 pm at the Community Center for this purpose. Motion
seconded by J. T. Johnson and carried. Mimeographed notices to be distributed to
all property owners on second and third streets with 10m any interested citizen
being invited to attend.
The city secretary was asked to contact nearby towns asking their water rates that
the City of Prosper might draw a comparrison.
The Mayor stated that Art Ninki is out of town at the present and asked that the
council delay final decision as to �1 consideration of someone
as a replacement for C. L. Gotcher until Oct. 1st.

The Prosper -City Council met in regular session July__8th, 1974.at 8:00 pm in the

Gouncil-members present were, F. K. Mulleddore, J. T. Johnson, era Clary, Joyce
Kincaid, Hunter Phelps and Cecil Norris. M. P. Bridges, city secretary. Others
present were Doyce and Jaunice Stanton, T. E. Whitehead and Russell Betts, Engineer.
Minutes of the previous meeting were read. Motion made by Cecil Norris, seconded by
Vera Clary that the minutes be approved as read. Motion carried.
The secretary gave the financial report — Motion made by J. T. Johnson, seconded by
Cecil Norris that the report be accepted as given. Motion carried.
Outstanding bills were presented. Motion made by Vera Clary, seconded by Cecil Norris
that the bills be paid. Motion carried.
In a discussion of city taxes, motion made by Cecil Norris, seconded by J. T. Johnson
that Lee Lodge be exempt from paying takes. Motion carried. Discus n as to the
awsessing the Presbyterian Mance and the house owned by the Baptists itormerly used as
a parsonage, but now rented was finalized by the Mayor asking that officials of the
churches invtived be contacted and consulted as to the evaluation. A meeting of the
B oard of Equalization was set for July 22nd at 7:00 in the city office .
Mr. Whitehead presented the council with a detailed drawing concerning the problem of
over flow of water across 7th street in the area of his home. This problem having been
discussed at previous meetings and the council having voted to have an addition culvert
installed_paralell to the existing one. Cecil Norris reported that he had investigated
the price of culverts. It appeared that the total cost of installing the culvert would
be approximately $2,000. In view of this cost and the fact that priority had previously
been given to the resurfacing of second and third streets, a motion was made by Joyce
Kincaid and seconded by Cecil Norris, that the 7th street problem be tabled for the
present time. Motion carried.
