05.13.1974 Town Council Minutes139 Motion made by Joyce Kincaid, seconded by Cecil Norris that an expression of appreciation of appreciation be presented'to Jady Webster and Wallace Vickers for their service as councilmen. Motion carried. Cecil Norris mentioned concern for youngers riding motorcycles across upper broadway, fearing someone would be injured. This problem was discussed at length. She Mayor mentioned that he had talked with the riders and the conclusion of the council was that the city marshall should talk to them. Motion made by J. T. Johnson, seconded by Joyce Kincaid that C. L. Ootcher meet with the council at the May meeting to discuss his plans for retirement. Motion carried. Motion made by`Cecil Norris, seconded by J. T. Johnson that the meeting adjourn - motion carried. attie P. Bridpes., City Secretary � q-jy- The Prosper City Council met in regular session MLaZ 13th at 8:0__0_ pm. in the City office. The meeting opened with a prayer by F. "K. Mullendore. The following were present: Cecil Norris, Joyce Kincaid, J. T . Johnson, Hunter Phelps, Vera Clary and the Mayor, F. K. Mullendore, City Seely. M. P. Bridges. Others present were V. C. Spradley, City Marshall, Arnom Johnson, Doyce and Juanice Stanton, T. E. Whitehead Butch Lindsey. Oths of office were administered to Vera Clary, Hunter Phe1Ds, Cecil Norris, and V. C. Spradley by the Mayor. Minutes of the previous meeting read. Motion made by Cecil Norris, seconded by J. T. Johnson that the minutes be approved as read. Motion carried. The fanicial report was given by the secretary and accepted. Outstanding bills were presented. Motion made by J. T. Johnson, seconded by Cecil Norris that these be paid with the exception of one presented by D & D Construction for cement. The Mayor stated that he would talk with Mr. Dunnavan regarding this. Cecil Norris and J. T. Johnson having been asked to talk with Donald Curtis reported that his delay on his proposed development for which the city purchased water main pipe in Oct. 1973 for the amount of $1910.00 is due to the present economy - high rate of interest on home mortages. Cecil Norris reported that he had talked with Commissioner Bailey Dickerson about work within the Citv of Prosper.' Mr. Dickerson stated he would like to talk with the Mayor on the work to be done. The Mayor recommended an increase in renumeration for the city Marshall - V. C. Ppradley. Motion made by J. T. Johnson, seconded by Vera Clary that Mr. Spradley be paid an additional $50.00 per month retroactive to May lst. Motion carried. (this additional ammeunt is expense money) vxv C. W. Robinson's request for a new water line leading to his house was discussedv Motion made by Cecil Norris, seconded by J. T. Johnson that the line be laid at City expense. Motion carried. The Mayor presented the problems of resurfacing 2nd and 3rd streets and possibly Church street. After discussing various methods, a motion was made by J, T . Johnson, seconded by Cecil Norris that 2nd and 3rd streets be resurfaced Tollowing recommendations of the City Engineer. Motion carried. C. L. Gotcher reported that aggregate had been ordered and he would start patching holes in the streets as soon as school boys were available to help. 140 Motion made by Cecil Norris, seconded by Vera Clary that Revenue Sharing money be used for installation of water main and fire plug at Coleman and first streets, motion carried. The City Engineer has completed certain forms for a sewer plant in 1977. This is relative to a Federal Grant at that time. Joyce Kincaid reported that Weldon Holbrook, C. G. Hays and Paul Baxter had agreed to serve as the auditing committee. Motion made by Cecil Norris, seconded by Hunter Phelx)s that these men be officially appointed. Motion carried. C. L. Gotcher stated he plans to retire in March 1975. The council agreed that his replacement should -work with him for a sufficient length of time to learn the various aspects of the job. Motion made by Cecil Norris, seconded by Joyce Kincaid that the city pay $25 registration fee for the city secretary to attend a 3 day workshop on tax assessing and collecting tea. . Motion carried. Motion made by Cecil Norris, seconded by Vera Clary to approve the minutes as read, motion carried, The secretary gave the financial report. Motion made by J. T. Johnson, seconded by J. T. Johnson to accept the report, motion carried. The outstanding bills were presented. Motion made by Joyce Kencaid, seconded by J. T. Johnson, to pay the bills, motion carried. The Mayor reported on a meeting with Mr. Hancock'of the State Department of Health at which time Mr. Hancock stressed the fact that an auxillary pump be installed to insure adequate water in cases of emergency and to maintain an approved water supply. Motion made by Vera Clary, seconded by J. T. Johnson that a pump be purchased and installed by local labor. Motion carried. Motion made by J. T. Johnson, seconded by Cecil Norris that a 361, culvert be installd. on 7th street to run diagonally across the street in the area of property owned by Mr. Whitehead to divert the grater, thus prevent"Turther washing of the street. Motion carried. Joe Templin to do the work.
