ak at the city office.
The meeting opened with q prayer by F. K.-Mullendore. T-he following were present;
Cecil Norris, Joyce Kincaid, Jady Webster, J. T. Johnson and M. P, Bridges, Secy�
Others present were, Doyce and Jaunice Stanton and Arnmon Johnson.
Minutes of the previous meeting were read. Motion made by Cecil Norris and seconded b-V
Joyce Kincaid that the minutes be approved as read. Motion carried.
The financial report was given by the secretary. Motion made by J. T. Johnson and
seconded by Jady Webster that the report be accepted. Motion carried.

T he outstanding bills were presented.'Motion made by a%vftdJxbnwmn, seconded by
J. T. Johnson that these bills be paid. Motion carried.
The secretary gave the results of the -city election, held April 6th, 1974 —
Cecil Norris 54 votes, Hunter Phelps, 50 votes, Vera Clary, 34 votes, John T. Johnson
53 votes, Elmer Templin 3, votes, Paul Baxter, 2 votes, R. L. Dalton Jr, 6 votes,
Grady Smotherman, 1 vote, Charles Niswanter, 2 votes, John Carey, 1 vote, and Dan
Tolleson, 1 vote. V. C. Spradley, for City Marshall, 53 votes.
Motion made by Joyce Kincaid, seconded by Cecil Norris to accept the report.
The secretary recommended that a full set of election supplies be purchased for the
next city election. J. T. Johnson made the motion, seconded by Cecil Norris that
the secretary be authorized to purchase well in advance, supplies for the election.
Motion carried.
The Mayor asked Cecil Norris and J. T. Johnson to contact Don Curtis regarding
pipe which the City purchased for his development of 6th street.
The secretary mentioned that a citizen had made a complaint that gdt,�ree obstructs
the -fiew on the corner of First and Field streets. Doyce stanton asked to xzc talk
to the owner of the property involved. Doyce mentioned that the fire plug at that
corner was covered with growth of shrubbery.
The Mayor discussed letters to the council from the Zoning Commission and reported
that he had had a visit tith the chairman'(Fred Wilson) and suggested a joint meeting
of the council and the zoning commission.
Motion made by J. T . Johnson, seconded by Cecil Norris that the council authorize
the city secretary to write Mr. Santana Gonzales with reference to a house to be
constucted on Mr. Gonzales property and state that the council concurs
with Fred Wilson's letter on this matter. Motion carried.
Mayor Mullendore read the letter which Russell Betts composed and mailed to the
Texas State Department of Health replying to a letter setting forth recommendations
for improvements to be made to the water works system and sewer plant.
The Mayor reported on a meeting in Dallas which he and Russell Betts attended which
was to have set forth standards of water treatment. He reported also that Prosper
is on the list for Federal funds in 1977.
Motion made by Cecil Norris, Seconded by Joyce Kincaid that the council aurhorize the
purchase of 1300 feet of sewer pipe to be used in the develipment of the Phenix
property. Motion carried. Ralph and Mattie P. B-ridges to reimbuase the city.
The mayor asked Joyce Kincaid to contact Weldon Holbrook, Chester Hays, Paul Baxter,
and Vera Nevins to serve as the auditing committee — the audit to cover the period
of May 31st 1973 through June 30, 1974.

Motion made by Joyce Kincaid, seconded by Cecil Norris that an expression of appreciation -
of appreciation be presented'to Jady Webster and Wallace Vickers for their service
as councilmen. Motion carried.
Cecil Norris mentioned concern for youngers riding motorcycles across upper broadway,
fearing someone would be injured. This problem was discussed at length. She Mayor
mentioned that he had talked with the riders and the conclusion of the council was
that the city marshall should talk to them.
Motion made by J. T. Johnson, seconded by Joyce Kincaid that C. L. Gotcher meet with
the council at the May meeting to discuss his plans for retirement. Motion carried.
Motion made by'Cecil Norris, seconded by J. T. Johnson that the meeting adjourn -
motion carried.

The Prosper City Council met in regular session May 13th at,$:00 pm. in the City
office. The meeting opened with a prayer by F. K. Mullendore. The following were
present: Cecil Norris, Joyce Kincaid, J. T . Johnson, Hunter Phelps, 'Vera Clary and
the Mayor, F. K. Mullendore, City Seely. M. P. Bridges. Others present were V. C.
Spradley, City Marshall, Arnom Johnson, Doyce and Juanice Stanton., T. E. Whitehead &
Butch Lindsey.
Oths of office were administered to Vera Clary, Hunter Phe1Ds, Cecil Norris, and
V. C. Spradley by the Mayor.
Minutes of the previous meeting read. Motion made by Cecil Norris, seconded by
J. T. Johnson that the minutes be approved as read. Motion carried. The fanicial
report was given by the secretary and accepted.
Outstanding bills were presented. Motion made by J. T. Johnson, seconded by Cecil
Norris that these be paid with the exception of one presented by D & D Construction
for cement. The Mayor stated that he would talk with Mr. Dannavan regarding this.
Cecil Norris and J. T. Johnson having been asked to talk with Donald Curtis reported
that his delay on his proposed development for which the city purchased water main
pipe in Oct. 1973 for the amount of $1910.00 is due to the present economy - high
rate of interest on home montages.
Cecil Norris reported that he had talked with Commissioner Bailey Dickerson about
work within the Cit v of Prosper.' Mr. Dickerson stated he would like to talk with
the Mayor on the work to be done.
The Mayor recommended an increase in renumeration for the city Marshall - V. C.
Ppradley. Motion made by J. T. Johnson, seconded by Vera Clary that Mr. Spradley
be paid an additional $50.00 per month retroactive to May 1st. Motion carried.

C. W.. Robinson's request for a new water line leading to his house
was discussed, Motion made by Cecil Norris, seconded by J. T. Johnson that the line
be laid at City expense. Motion carried.
The Mayor presented the problems of resurfacing 2nd and 3rd streets and possibly
Church street. After discussing various methods, a motion was made by J. T .
Johnson, seconded by Cecil Norris that 2nd and 3rd streets be resurfaced following
recommendations of the City Engineer. Motion carried.
C. L. Gotcher reported that aggregate had been ordered and he would start patching
holes in the streets as soon as school boys were available to help.
