city office building with the following present:F. K. Mullendore, mayor; Councilmen
Cecil Norris, J. T. Johnson and Wallace Vickers. And City Secly, Mattie P. Bridges.
Others present were - C: G. Hays, Jaunice and Doyce Stanton, Art Ninki, Russell Betts,
Bob Slough; A representative of the Denton Record Chronical and Mary Wolters from
Texas Department of Community Affairs, Div. of Comprehensive Planning.
The meeting opened with a prayer by F. K. Mullendore.
Regular order of business was suspended in order to give Mary Wolters ample time to
explain the purpose of her visit. She explained the potential benefits of the 701 grant
opportunities for free planning and management assistance to cities and municipalities
Her visit was the result of the cityts request to be reinstated for possible Federal Funds
She explained that in order to recieve assistance from her agency, the city must enter
into a 3-way contract - the city, and engineer, (with a specialest in city planning)an
and the Texas Department of Community Affairs, Div of Comprehensive planning.
Motion made by Cecil Norris, seconded by J. T. Johnson that the city's request be
reafirmed for assistance in comprehensive planning. Motion carried.
Bob Slough asked the council for permission to locate a small portable metal building
on his lot. Cecil Norris made a xokhim motion that he be given permission to locate
the building 25 feet off Main street and 15 feet off F&rst Motion seconded by J. T.

Minutes of the previous meeting were read. Motion by J. T. Johnson, seconded by Cecil
Norris that they be approved with the correction of date. Motion carried.
The financial report was given by city secretary. Motion made by Cecil Norris, seconded
by J. T. Johnson that the report be approved. Motion carried.
Motion made -by J. T. Johnson and seconded by Cecil Norris that outstanding bells be
paid. Motion carried.
The mayor stated that manholes were being poured as had been planned for previously
with the exception of one at E. Broadway and Craig.
The mayor stated that the Animal Ordinance follow-up work must be held in obeyance due
to the lack of facilities to impound animals.
J. T. Johnsom moved that the council pass a resolution to hold a city election April
6th, 1974 for the purpose of electing 3 councilmen for a period of 2 years, and one
councilman for a period of 1 year, and a city marshall. Said election to be helt in the
community center - hours 7:09 am to 7:00 pm with Airs. Roy Skelton election judge and she
to be given the responsibility of securing helpers. Motion seconded Cecil Norris and
carried.
Motion made by Cecil Norris, seconded by J. T. Johnson that absentee voting may be done
March 20th to April 2. Motion carried.
Motion made by Cecil Norris, Seconded by J. T. Johnson that the city pay for dinners
.for council members and one guest each at the Mayors' Association Annual dinner. Motion
carried. Reservations made.for 11.
Motion made by Cecil Norris, seconded by Wallace Vickers that no effort be made to
collect delinquent city taxes zzwamA on tax rolls prior to 1939, and that taxes for
the years 1940 through 1960 would not be subject to penalty and interest charges.
Motion carried.

�jThe council agreed to elimate personal lmrproperty taxes on such items as refrigerators,
�G4 freesers, T. Vs, sterios, etc. Also agreed upon is to levy taxes on all registered
vehicles as follows - those one 'to .five years old, at book value; those older than
AWN V five 'years, at a rate of ,$50.00.0 and that the advolorum tax be raised from 30 to
35 %.
Motion made by Cecil Norris and seconded by J. T. Johnson that the council waive the
1963 tax assessed Chester Early. Motion carried.

to the Naterworks Account. Motion carried.

that minutes be approved with correction of the name or street- being second instead
of first relative the location of a _portable building on the lot of Bob Slough. Motion
carried.
Financial report given by the secretary. Motion made by J. T. Johnson, seconded by
Cecil Norris that the report be approved. Motion carried.

Motion made by Cecil Norris, seconded by Jady Webster that the bills be paid. Motion
carried.
Cecil Norris made a motion that dues to the Texas Municipal League in the amount of
$100.00 not be paid at this time. Motion seconded by J. T. Johnson, and carried.
Mayor Mullendore presented a letter from the State Department of Healthiwhich contained
suggestions for improvements to be made to the waterworks system. He requested that
he be given authority to compose a reply to this letter with the assistance of the
City Lngineer, R. Betts. Motion made by Cecil Norris and seconded by Jady Webster
that this request be granted. Motion carried.

Cecil Norris agree to represent Prosper Council at the Mayors' Association dinnter
March 14th.

The Mayor read a letter which he had composed to Mr. Don Curtis relative to materials
the City had purchased to be used in his proposed development asking that he reimburse
the City, or meet it with the Council to make explanation for the delay in this payment
or execute an interest bearing note. Jady Webster moved that this letter be mailed,
motion seconded by C. Norris. Motion carried.
Cecil Norris moved that the council approvezzuky the property development plan of
Ralph and Mattie P. Bridges. Motion seconded by J. T. Johnson and carried.
The Mayor commented on the audit and financial statement on the water works account
for the year 1973. He asked that each council member be supplied with a copy of same
to be studied and to make recommendations for any imporvement or ghanges in the
management of the syste4i.
The mayor mentioned some activity, regarding a water treatment plant whick would
serve Prosper, Frisco and Th*Rv The Engineering firm of Ballard & Assoc.
of Benton participating; in this project. He also asked Russell Betts if he would
work tith this Engineering Firm — representing the interest of Prosper.
Cecil -Norris reported that he had contanc d some of the business firms of Prosper
asking or suggesting that they make regular contributions to suppliment the City's
salary to the City Marshall. This had med with favor by some. It was agreed that
any contributions must come through the city office and be handled through a special
account. J. T. Johnson moved that the city secretary be authorized to accept the
contributions — motUa seconded by Cecil Norris and carried.

The financial report was given by the secretary. Motion made by J. T. Johnson and
seconded by Jady Webster that the report be accepted. Motion carried.

The secretary gave the results of the city election, held April 6th, 1974 ^-
Cecil Norris 54 votes, Hunter Whelps, 50 votes, Vera Clary, 34 votes, John T. Johnson
53 votes, Elmer Templin 3, votes, Paul Baxter, 2 votes, R. L. Dalton Jr, 6 votes,
Grady Smothermans 1 vote, Charles Niswanter, 2 votes, John Carey, 1 vote, and Dan
Tolleson, l vote. V. C. Spradley, for City Marshall, 53 votes.
Motion made by Joyce Kincaid, seconded by Cecil Norris to accept the report.
The secretary recommended that a full set of election suNNl.ies be purchased for he
next city election. J. T. Johnson made the motion, seconded by Cecil Norris that
the secretary be authorized to purchase well in advance, supplies for the election.
Motion carried.
The Mayor asked Cecil Norris and J. T. Johnson to contact Don Curtis regarding
pipe which the City purchased for his development of 6th street.
The secretary mentioned that a citizen had made a complaint that a,,Vee obstructs
the View on the corner of First and Field :streets. Doyce stanton asked to xzk talk
to the owner of the property involved. Doyce mentioned that the fire plug at that
corner was covered with growth of shrubbery.
The Mayor discussed letters to the council from the Zoning Commission and reported
that he had had a visit nth the chairman (Fred Wilson) and suggested a joint meeting
of the council and the zoning commission.
Motion made by J. T . Johnson, seconded by Cecil Norris that the council authorize
the city secretary to write Mr. Santana Gonzales with reference to a house to be
constucted on Mr. Gonzales' property and state that the council concurs
with Fred Wilson's letter on this matter. Motion carried.
Mayor Mullendore read the letter which Russell Betts composed and mailed to the
Texas State Department of Health replying to a letter setting forth recommendations
for improvements to be made to the water works system and sewer plant.
The Mayor reported on a meeting in Dallas which he and Russell Betts attended which
was to have set forth standards of water treatment. He reported also that Prosper
is on the list for Federal funds in 1977.
Motion made by Cecil Norris, Seconded by Joyce Kincaid that the council aurhorize the
purchase of 1300 feet of sewerr pipe to be used in the develibpment of the Phenix_
property. Motion carried. Ralph and Mattie P. B--ridges to reimburse the city.
The mayor asked Joyce Kincaid to contact Weldon Holbrook, Chester Hays, Paul Baxter,
and Vera Nevins to serge as the auditing committee — the audit to cover the period
of May 31st 1973 through June 30, 1974.
