The Prosper City Council met in regular session January 14th at 7:30 at the
temporary City Office building with the following present: Mayor Mullendore,
Councilmen Joyce Kincaid, Cecil Norris, Jady Webster, J. T. Johnson and Wallace
Vickersy-and the secretary, Mattie P. Bridges. Others present were Juanice Stanton
and V. C. Spradley.
The meeting was called of order by the mayor who opended with a prayer.
Minutes of the previous meeting were read. Motion made by Cecil Norris and seconded
by Jady Webster that the minutes be approved as read. Motion carried
The financial report was given by the secretary - balances as per bank statements
December 28, 1973 were as follows: Sinking fund 39.29 - General Fund 9,136.42 -
Street fund'586.74 - Meter fund 447.10 - -aevenue Sharing 425.65 - Waterworks
1,222.06. J. T. Johnson made a motUn, and seconded by Jady Webster that the report
be accepted as given. Motion carried.Motion made by J. T. Johnson sedonded by Cecil

Mayor Mullendore led a discussion on the need of a City Marshall mick calling
attention to problems to the members of the council and V. C. Spradley. V. C,._
Spradley agreed to accept the Eosition. The salary offered 80.00. !:lotion made bar
J. T. Johnson, seconded by J. . Webster that the Prosper school be contacted and
asked to supplement the Marshall's salary with 20.00 per month. Motion carried
Motion mady by J. -0. Webster, seconded by Joyce Kincaid that a sum up to 150.00 be
allowed for the purehase of additional equipment as needed. Motion carried.

The council had the first reE,ding of ordinance 74-1 - the Animal ordinance. Motion
made by Joyce Kincaid, seconded by J. T. Johnson that shis ordinance be accepted -
Motion carried. F. K. Mullendore commented on conversations with the mayor of Frisco
with reference to using that city's pound.
Mayor Mullendore mentioned that his bid on a safe formerly used by the Prosper Post
office had been accepted. Motion made by Cecil Norris and seconded by Joyce Kincaid
that the safe be purchased for the storage of city records - motion carried.
The Subdivision Ordinance drawn up by the city attorney in 1970 was breifley
discussed. Motion made by J. T. Johnson, seconded by Cecil Norris that this ordinance
be given to Fred 'Nilson, chairman of the planning and zoning committee to review and
make changes as necessary and then at the end of 60 days presented to the citizens of
Prosper for approval.
F. K. Mullendore mentioned that a 21' water line is to be installed from first street
leading to Ethel Sterling's home.
Mention was made of a call from rlrs. Wolters stating that funds are available for
a comprehensive plan to be made of Prosper - this being by the Department of
Community Affairs. No cost to the city- Any construction or engineering resulting
.from such a plan to be born by the city. Notiess regarding unpaid taxes was discussed
and the council approved sending such notices prior to Jan. 31st.
