The Prosper City Council met in Special Session October 15th at the to-mporary
office building with the following members present: F. K. ;Mullendore, mayor;
Cecil Norris, Wallace Vickers and Joyce Kincaid, council members; & Mattie P.
Bridges city secretary. Others present were Weldon Holbrook, C. G. Hays, Jaunice
Stanton and Art Ninki. The meeting opened with a prayer by F. K. Mullendore.
The purpose of the meeting was to accept: the final report of the auditing committee
to be given by Weldon Holbrook. Mr. Yolbrook brought balance of ledgers and
copies of the audit covering the period of Jan. 31, 1969 to May 31, 1973. He explained
highpoints of the audit.
Motion taa.de by Cecil Norris, seconded by Joyce Kincaid that copies of the audit
be made and given to past city officials who had expressed an interest in having
same.
C. G . Hays and Cecil Norris reported that J. T. Johnson had agreed to serve on the
city council until the next city election. C. G. Hays made a motion that the
report of the nominating committee be accepted, that J. T. Johner e appointed as
councilman, and that the committee be dismissed with a vote of thanks. Motion
seconded by Cecil Norris and carried. J. T. Johnson to be sworn at the next regular
meeting. November 122th., 1973....Joe Templins bilk. was'presented (work done on 6th
street and other places). Motion made by Joyce Kincaid* seconded by Cecil Norris
that Joe be paid.... F. K. Mullendore read a letter composed regarding some of
the investigations of unsanitary conditions requested by the council at a previous
meeting. Motion made by Cecil Norris, seconded by Joyce Kincaid that the letter
be mailed by direction of the city council to Mr. Roy Skelton and Mr. Richard Gotcher.
There wax discussion about problems resulting from heavy rainfall creating hazardous
conditions relating to health of the corn-mun-it y. Conversation had been had by
F. K. t1ullendore with the county health officer --spraying around trlainl�ples was
suggested. Purchase of spraying equipment Was discussed. No action taken. Problem
of surface water draining into the sewer plant was discussed. City engineer
suggested use of smoke bombs to locate areas where water seeps in. No action taken.
Joyce Kincai d called attention to blocking of the view at Junior Jaynes service
station by vehicles parked in front of it.
Motion raa.dy by Cecil Norris, seconded by Joyce Kincaid that Art Ninki be sent -
expenses paid- to the Mosquito Control School to be held in Dallas, October 31 and
November 1st.
The Mayor asked that the council go into Executive Session. Personnel probleras
were discussed. Ifeeting adjofirned.
