10.08.1973 Town Council Minutes/ 2 7 The Prosper City Council met in regular session October 8th at 7:00 pr% in the temporary office building with the following r_er-hers present : F. K. Mullendore, mayor, Cecil Norris and Joyce Kincaid councle-,euibers and Hattie P. Bridges City secretary. Visitors were Jaunice Stanton, reporter, Doyce Stanton and Art Ninki of the Fire Dept; C. G. Hays, VT. H. rosely, Richard Gotcher, J. E. Bell, Emory Knapp and Tho�.ias Bull. The ,,eeting opened with a prayer by F. K. P,'ullendore. minutes of the previous :s.eeti.-ngs were read and approved (regular _eeting Sept 10 and called meeting Sept. 21kth.) The City secretary gave the financial report - balance in each account as of Oct. lst...In the absence of the Auditor, Weldon Holdbrook, the Council agreed to rLeet in a special session Oct. 15th at 7:00 to recieve the col-aplete report of the auditing comrr:ittee.... The 11ayor called for a report from the novinating cor:-Tittee corposed of Cecil Norris, Joyce Kincaid and Chester Hays. Each reported that persons contacted to fill the unexpired terra of Mattie Bridges had declined. Cecil Norris reported on his meeting with the School Board with regard to the Cora!aunity Center... The generaldi discussion and conclusion was that the school had no claim to the building. F. K. Hullendore reported he had consulted -Vdth the City Attorney on the rightful ownership of the land on which the Corimunity Center building stands. The City owns lots 19, 21 and 22. The Fire Departr,ent assu:r_ed the ad,�i_nistration of the Cora. Center building with the City paying the utility bills... Fire department to a_ssur-,1e responsibility of paying the insurance on the. building ... Hotion made by F. K. Mullendore and seconded by Cecil Norris that the Fire Department deal directly with. the Quarterback Club as to leasing the building. Hotion carried. F. K. Yullend.ore having been requested by the City Council at a previous meeting to investigate unsanitary conditions in the West part of town(this request resulting because of a complaint from a citizen living in the West part of town) —gave a report of three situations of interest-- one family of nine living within a house tiwi_th outside privy in poor condition, drainage from one house into the ditch alongside first street, and others living in a building without any provision i:ade to keep the pririses in a sanitary condition. Richard Gotcher, Erory Knapp,YmstxTko=w J. E. Bell and Thomas Bull, representing the Prosper Co -Op Gin inter.ed into the discussion relative to lack of sanitary facilities for some of the people employed by the Gin. It was stated that it is the responsibility of these people to provide their own living facilities. A Toti_.on was made by Cecil Norris and seconded by Joyce Kincaid that a letter be .�a.iled to Mr. Roy Skelton and to Richard Gotcher calling attention to the above said unsanitary cond.'1_tions and recorr;:ending that facilities be provided for people concerned. VT. H. Ubsely spoke on the pressures on all people in leadership positions to make improver.ents of any facility related to respective positions. Cecil Norris rxade a motion and seconded by Joyce Kincaid that the Council present C. G. Hays with a properly worded and framed expression of appreciation for his services to the City of Prosier. The resolution to be recorded in the minutes. Also approved by the City Council were letters to the officers and directors of the Prosper State Bank expressing appreciation for services rendered by that institution. F. K.
