City Council met in regular session with following members present
Ral-ph Boyer,Wallace Viukers,Bates Byrom,Lee Gilmer,Charles Bell.
Invocation was given by Rev..'Phllendore pastor of Presbyterian Church.
Mlinutes of last meeting read and approved.
Motion made by Charles Bell and seconded by Lee Gilmer that all bills
be paid as preseted to date,motion carried.
Motiom -made by Charles Bell and seconded by Lee Gilmer that insurance
be increased to a total of ;"Ip,000 on overhead water tower and also
insurance be paid on all other city property as presented with preminin
to be paid. for one ,year this motion carr_i.ed.
A large number of citizens were in attendance at this meetinfr to he
M'r Russell Betts give a prelinary outline of Comphrehensive planing
.for the Town of Prosper.
Mayor Boyer discussed the proposed. i�rater rate increase, the CitjT
Council has this matter under consideration but deferred action untill
a futeredate. �To other business being transacted meeting adjourned.

Prosper City Council -net in called session for the purpose of approving
election Judges report on City Election held on April 3 10,71.
The following--meltibers were present Ralph Boyer, Bates Byrom,Wallace Vickers
Lee Gilder and C.G.Hays City Sec.
T°°Notion made by Bates Byrom Seconded by Wallace Vickers that report of
election :fudge be accepted and entered into the rainutes,for Mayor Ralph
Boyer 6L.L votes,Weldon Holbrook 1 Vote. For Aldermen Lee Gilmer 18 Votes
Joyce Kincaid�)_9 Votes, Cecil Norris 22 Votes, Y' attie Bridges IT7 Votes.
This motion carried by a unanimous vote with all members present thereby
declaring; Ralph Boyerduly elected as liTayor, Joyce Kincaid and :iattie
Bridgesbeing duly elected as members of Prosper City Council for ensuing
Two years.

April 12 1971-
Prosper City Council met in regular session with following members
present .Ralph Boyer,Wallace Vickers,Joe Paxson,Bates Byrom and two
newly elected council members I-viattie Bridges and Joyce Kincaid who
were sworn into office along with reelected dayor Ralph Boyer.
Invocation was given by C.G.Hays. idlinutes of last meeting read and
approved. Mayor Boyer welcomed the visitors and introduced !,s Russell
Betts who gave a report of progress made to date on City plsnning.
:Motion made by Joe i<iaxson, Seconded by 'Nallace Vickers that al bills be
as presented to date,inotion carried. After some lenghty discussion
regarding the seweage system discharge into the dry branch and the
possibility of the town complying with State Health Dept.regulations
Water Supt.)',r Gotcher was instructed to check into this mat --
ter and
report to the City Council.
T.iattie T3ridgr ,es and Joyce Kincaid was apnointed by I.iayor Boyer as a
corr=n,,ttee to check into prices for Street signs and other -n arkers.
':`Iallace Vickers was appointed TTayor Pro-Tem for the coning year.

Boyer be given authority to hire tax assessor for year of 1971 and
elnployAuditor to audit City records for year of 1970,-',notion carried.
