City Council met with the following members present,C.E.Bell.
Lee Gilmer, Wallace Vickers,and Ralph Boyer.
Motion made by Lee Gilmer seconded by Wallace Vickers that report
of election Judge be accepted and entered into the minutes,the
following beport was made giving the returns on special election
held on the 19th of July 1969 regarding; the 1% city sales tax,
there`b6ing a total of 45 votes cast, 36 votes being cast for
the sales tax and 9 votes being cast against said tax,making a
majority of 27 votes cast in favor of the above mentioned tax.
The above motion was amended to include the payment of '�10 each
to the election officials, this motion carried by 4 ayes and no noes.

Called meeting of City Council met with the following members present: C. E. Bell,
Lee Gilmer, Wallace Vickers, Charles Webb, Bates Byrom and Ralph Boyer.
Motion was made by Bates Byrom and seconded by C. E. Bell that the current bills for
the Town -of Prosper and Prosper Waterworks be paid and that the bills for material
and labor in the building of the fence and storage building on the waterworks property
also be paid out of waterworks account. Motion was carried unanimously.
Motion was made by Bates Byrom and seconded by C. E. Bell to make a $10.00 re -connect
charge for water effective from Sept. 1, 1969, this re -connect charge is for the,
situation wherein a meter which has been taken out of service is to be re -set. The
motion was carried unanimously.
A motion was made by Lee Gilmer, seconded by Bates Byrom that
any further streets to be opened in the Town of Prosper will be opened by permit of
the City Council and under the supervision of the City Engineer and will be built
to the specifications set out by the council, and was further included in the same
motion that a building permit must be secured /from the City Secretary for any == r
building to be erected or moved onto any piece of property within the city limits 1
of Prosper and that such permit will allow the City Engineer to specify any regulation
shall be pertenant to the compliance with any ordinances or regulations set out by
the City Council. Motion carried unanimously.
The matter was discussed of the connection of sewer from the E. W. Settle property to
a sewer line on Third Street. Motion was made by Bates Byrom, seconded by Lee Gilmer
that the City build at their cost a man hole at the corner of Parvin Street and
Third Street, this man hole being built primarily for the receiving of sewage from
the E. W. Settles property, via a sewer pump and through a three inch PVC pipe;
and it was further included in the motion that the up keep and mantenance of this
sewer pump and PVC sewer line be the sole expense of the property holder using such
line and pump. Motion was carried.
