1. Call to Order / Roll Call.
The meeting was called to order by John Metcalf, Chair, at 6:00 pm.

Regular Meeting of the
Prosper Parks and Recreation Board
Prosper Town Hall, Council Chambers

November 11, 2021
Board members present: John Metcalf, Chair; Matt Cely; Secretary; Ty Bledsoe; Matt Furay; Valerie
Little; and Cameron Reeves.
Staff members present: Paul Naughton, Parks Planning Manager; Trevor Helton, Recreation
Supervisor; and Patty Kendzie, Marketing Coordinator.
Gina Kern, Vice Chair, was absent.
2. Consider and act upon approval of the Draft Minutes from the October 14, 2021, Regular
Meeting of the Parks and Recreation Board.
Motion to approve by Little. Second by Bledsoe. Approved 6-0.
3. Comments by the Public
Prosper resident Barbara Cottone, former Chair of the Parks and Recreation Board, addressed the Board
to encourage volunteering for the Prosper Christmas Festival on December 4. Shifts are available and
volunteers are needed, especially in the Kids Christmas Shoppe.
Volunteer judges are also needed for Light the Night!, the Christmas lights and decorating contest.
Judging will take place on December 14, beginning at 6pm. Cottone described the contest and how it
worked last year. As background checks are required for all volunteers, she encouraged members to
complete and return the forms as soon as possible, if they have not yet done so. Reeves and Bledsoe
volunteered to be contest judges.
She thanked the members who have already volunteered. Metcalf thanked Cottone for her ongoing
support and help with community activities.
4. Discuss scheduling of the December 2021 Parks and Recreation Board meeting
Naughton reminded the Board of the Board and Commission Reception on December 9, posing a conflict
with the Regular Parks and Recreation Board meeting. Board members agreed to cancel the December
2021 meeting.
Cely asked about the possibility of hosting a lunch for Parks Operations, as has been done in the past
Naughton said that, due to covid, large gatherings are discouraged. He thanked the Board for the offer.
5. Discuss a future dedication or memorial in honor of Dudley Raymond.
Naughton said the discussion tonight will give direction to staff as to what recommendation to make to
Council. The Board discussed multiple options to be considered. The takeaway from the discussion:
The Board was in favor of naming or renaming a public park in his name.
The Board was in favor of naming an award in his name.
The Board was in favor of other options, and feedback from the Raymond Family.
Naughton thanked the Board for their input.

6. Informational items
a. Recreation Update
Helton described the 2021 Prosper Christmas Festival, just three weeks away. Turnout is expected to be
large and staff is working on the final preparations. Downtown residents have been provided information
about road closures and have been given parking tags for the day. Broadway will be closed to vehicles
prior to and during the parade. Most downtown businesses are closed on Saturday. Barricades will be set
up on Coleman and be staffed so residents can get to their homes. The Special Event Committee will
meet next Friday.
Helton said he will email to the Board the photos of Prosper ISD students painting the new 8' x 10' fagade
that will serve as the entrance to Santa's Workshop.
Helton also described the Light the Night! contest that will run through December 12. A map of entries will
be published. CoSery is the Title Sponsor.
Park Development Update
Naughton said staff is submitting for a statewide award that would recognize Linda Guthrie's contribution
to the Parks and Recreation Department.
He showed slides of trails that currently in progress and said development of several parks also is
underway. Staff is moving forward and looking at design firms for the Sexton property.
Metcalf asked if weather impacts construction projects during the winter months and if the budget is
affected. Naughton said Parks Operations schedules projects for completion in the winter, in the sports
off-seasons. The climate here for park development is good so work typically continues through the
winter. Freezing temps do impact the schedule, but that doesn't happen often. There is a small slow down
during the holidays. Naughton said the budget year is October 1 to October 1, so the budget is
determined prior to the winter months.
The Fall Tree Tour will be conducted on November 14 at Whitley Place Park.
c. Park Operations Update
Naughton said the winner of the Champion Tree Contest has been determined. The spillway at Pecan
Grove Parks has been replaced.
7. Discussion regarding any miscellaneous business or items to be placed on future Agendas.
There was no discussion.
