The meeting was called to order by Rebekah Land, Chair, at 6:00 pm.

Prosper Parks and Recreation Board

Board members present: Rebekah Land, Chair; John Metcalf, Vice Chair; Gina Kern, Secretary;
Matt Cely; Matt Furay; and Cameron Reeves.
Ty Bledsoe was absent.
Staff members present: Paul Naughton, Parks Planning Manager; Trevor Helton, Recreation
Supervisor; Matt Furr, Parks Superintendent; and Patty Kendzie, Marketing Coordinator.
2. Consider and act upon approval of the Draft Minutes from the August 12, 2021, Regular Meeting
of the Parks and Recreation Board.
Motion to approve by Metcalf. Second by Kern. Approved 6-0.
3. Comments by the Public
There were no comments by the public.
4. Informational items
a. Recreation Update
Helton described the Celebrate Prosper in the Park event, coming up on September 25 at Frontier Park,
which will feature blues and jazz bands on stage, with lawn seating The event has been scaled down to
facilitate social distancing; there will be no inflatables or nonprofit booths. Title Sponsor CoSery will hand
out prepackaged items and Stacey Zimmerman, Realtor, continues as the Stage Sponsor. Community
Partners Kroger, Preston Road, Lighthouse Church, Prosper Ladies Association, and Prosper United
Methodist Church will provide food and refreshments. If Board members would like to volunteer at the
event or place a yard sign at their residence, please contact Helton or Kendzie.
b. Park Development Update
Naughton showed slides of the progress with Hays Park. Trees will be planted in the fall when the weather
is cooler. Additional projects underway are the hike and bike trails at Star Trail and Frontier Estates. The
Downtown Monument, which will be lit, has been removed for repair and landscaping is being discussed.
Staff has applied for Collin County grant funds for Pecan Grove Park Trail. The award recipient will be
announced next month. Naughton said the grant criteria prioritizes parkland, regional trail connectivity,
park facilities, and first-time park elements_

c. Park Operations Update
The Champion Tree Contest is back this year and runs through October 18. Residents are encouraged to
search for the largest Cottonwood Tree in Prosper and submit a photo for consideration. The Prosper
Arbor Day Celebration is scheduled for Saturday, November 6, at Town Hall. Prosper Girl and Boy Scouts
will join staff in replacing trees around Broadway Street and Town Hall. Crews continue to maintain the
fields, as youth sports are busy.
5. Discussion regarding any miscellaneous business or items to be placed on future Agendas.
Naughton thanked Land for her service to the Parks and Recreation Board over the years. Land
responded she has been pleased to be a part of the Board that worked to develop Hays Park and the
Recreational Scholarship Fund and has enjoyed seeing several projects through to fruition.
