Approve Minutes from September 1 and September 22, 2021 [Decide]
Josh Carson made a motion and Kim Loveland seconded the motion to approve the
minutes from September 1 and September 22, 2021. The motion was approved by a vote
of 7-0, with James Creedon and Ashleigh Hughes abstaining.
DNT Design Guidelines Presentation (Khara Dodds, Development Services
Director [Inform/Discuss]
Khara Dodds, Development Services Director, presented this item before the
Committee. The North Texas Tollway Authority (NTTA) intends to extend the Dallas
North Tollway (DNT) north of US Highway 380 through the Town of Prosper and into the

City of Celina by 2027. The Town Council has expressed a desire to make a plan for the
DNT corridor within Prosper to ensure high quality development in the area. The
corridor within Prosper spans approximately three miles. Ms. Dodds reviewed existing
zoning and Planned Developments (PDs) along the corridor. The intent of the proposed
Design Guidelines is to create a cohesive plan that communicates a vision for the
corridor and creates a framework to elevate the community's expectations for the built
environment.
Town staff has collected feedback from Council on what they would like to see in the
corridor, such as building height, architecture, public art, family friendly amenities,
enhanced landscaping, building materials, and gathering spaces. Town staff has also
created a list of desired/encouraged uses, and prohibited/restricted uses. Additional
elements within the design guidelines include standards for screening, pedestrian
connections, parking flexibility, open space integration, and signage.
In order to achieve a shared vision for the corridor, it will be necessary to develop
positive working relationships with the building community for the benefit of property
owners, developers, and the Town. Ms. Dodds clarified that the proposed Design
Guidelines may be utilized on conjunction with rezoning or PD amendments; however,
they will not impact existing zoning rights. Rezoning incentives, financial incentives and
density incentives may be used to achieve a uniform vision for the corridor.
Next steps include meeting with the Prosper Developer's Council (PDC) and property
owners within the corridor. Town staff will hold two public meetings in late October or
November to share information and gather public input. The Planning & Zoning
Commission will hold a Work Session in November, and Town staff will present the
proposed Design Guidelines to the Town Council in December.
The CEC provided feedback on the presentation, noting that the public meetings should
be widely publicized to get maximum engagement, and recommended that the Town find
ways for the public engagement portion of the public meetings to be interactive.
Committee members recommended the slide presentation contain more visual examples
and photos of desired elements within the corridor. Other suggestions included creating
a survey for residents and making a recording of the public meetings available for those
who cannot attend. Committee members will use their own communication channels to
share information about the public meetings, and Robyn Battle will share with the HOAs.
Town staff will investigate different methods to capture public input.
4. 2021 Event Calendar Update (Shy Tottress) [Inform/Discuss]
The Committee reviewed upcoming items for the event calendar, including the DNT
Public Meetings and the Windsong Ranch Wine & Music Festival on October 23.
James Creedon recommended purchasing nametags for Committee members to wear at
community events, and the Committee agreed. Robyn Battle will review options for
purchasing nametags with the CEC logo.
The Committee agreed they would like to participate in the Prosper Christmas Festival.
Robyn Battle will investigate options for a booth.

The Committee discussed options for participating in other community events, like a
community fair or volunteer day, or Veterans Day event.
5. Community Coverage Plan Update (Brent Kirby) [Inform/Discuss/Decide]
Brent Kirby has revised the Community Map to include the two new CEC members.
Committee members agreed to work together on neighborhoods that overlap. The
Committee discussed the benefit of compiling information on HOA meeting and election
dates.
6. Celebrate Prosper Debrief (Rodolfo Sierra) [Inform/Discuss]
Committee members discussed their participation in the September 25 Celebrate
Prosper event. The event was not as well attended as previous events, since the
activities had been scaled back due to Covid. Members did feel they were able to raise
awareness among those who did attend, and the information on the CEC was well -
received.
7. CEC Video Project Update (Christine Strobush) [Discuss/Decide]
The Committee unanimously decided to table items 7 and 9 to the next meeting.
