First Street, Prosper, Texas Prosper is a place where everyone matters. Saturday, August 14, 2021 Call to Order/ Roll Call. The meeting was called to order at 7:00 a.m. Council Members Present: Mayor Ray Smith Mayor Pro-Tem Meigs Miller Councilmember Marcus E. Ray Councilmember Amy Bartley Councilmember Jeff Hodges (via phone; departed at 8:20 a.m.) Councilmember Charles Cotten Council Members Absent: Deputy Mayor Pro-Tem Craig Andres Staff Members Present: Harlan Jefferson, Town Manager Robyn Battle, Executive Director of Community Services Call to Order/ Roll Call. 1. Strategic Planning Discussion. Mayor Smith called the meeting to order. Town Manager Harlan Jefferson briefed the Council on the progress made on the Strategic Plan since the last quarterly discussion. He provided an update on the Policy Top Ten and Management Top Ten action items. Overall, the action items in the Strategic Plan are 43% complete. Mr. Jefferson presented the results of the recent market analysis with regard to the Town's Compensation Plan. The Council agreed to proceed with Town staff's recommendation as presented in the FY 2021-2022 Proposed Budget. The Council discussed options for the potential use of fund balance, and the use of bond funds and reimbursement resolutions to accelerate key projects. Priorities include the development of a master plan for the Parks & Recreation/Public Works facility, design of Fire Station #4, apparatus for Fire Station #4, new financial/utility billing system software, field lighting at Lakewood Park, and the Teel Road traffic signal. Road priorities include Fishtrap Road (Teel Road-Gee Road), land acquisition for the First Street expansion, and design and right-of-way acquisition for Coleman Street from Talon Lane to Gorgeous Road. Town staff will investigate whether a partnership with Prosper ISD can be utilized to expedite the construction of road projects. Page 1 of 3 The Council was briefed on efforts to improve broadband service in Town. Town staff was directed to continue to work with legacy neighborhoods to identify ways the Town can facilitate broadband enhancements. The Council discussed changes to the format and content for the annual Strategic Planning Session to be held in February 2022. Robyn Battle reviewed the results of Council interviews held earlier this month, and a set of recommendation to address Council's concerns. The Council agreed to extend the annual Council Strategic Planning Session to include Friday afternoon as well as Saturday to allow for more discussion. Lyle Sumek will return as the Town's facilitator for the Strategic Planning process, and the Council will continue to build on the progress made in 2021. The Council discussed the impact of several upcoming events with regard to the increasing number of COVID-related hospitalizations. The COVID hospitalization rate for Trauma Service Area E (TSA-E), which includes Collin and Denton Counties, is currently over 15%. Town staff was directed to cancel the Board & Commission Meet & Greet and to pursue holding a reception for new members after appointments are made. The 2021 Citizens Academy will be postponed, and the BBQ & Blues Festival scheduled for September 25 will be modified to reduce in-person contact. Board & Commission interviews will be held in- person, but only for a limited number of applicants. Interviews will be held in the Community Room to allow for better social distancing. The Council discussed the topic of drive-through restaurants on Preston Road, but no direction was given to staff. Councilmembers discussed potential uses for the 8± acres to be dedicated to the Town by Blue Star Land. Council expressed a preference for a new Library on the site, and possibly a Senior Center or public open space. EXECUTIVE SESSION: Recess into Closed Session in compliance with Section 551.001 et seq. Texas Government Code, as authorized by the Texas Open Meetings Act, to deliberate regarding: Section 551.087— To discuss and consider economic development incentives. Section 551.072— To discuss and consider purchase, exchange, lease or value of real property for municipal purposes and all matters incident and related thereto. Section 551-074 - To discuss and consider personnel matters and all matters incident and related thereto. Reconvene in Regular Session and take any action necessary as a result of the Closed Session. The Executive Session was not held. Possibly direct Town staff to schedule topic(s) for discussion at a future meeting. Adjourn. The meeting was adjourned at 10:09 a.m. on August 14, 2021.
