Regular Meeting of the
TOWN OF Prosper Parks and Recreation Board

Prosper is a place where everyone June 10, 2021
1. Call to Order/Roll Call.
The meeting was called to order by Rebekah Land, Chair, at 6:00 pm.
Board members present: Rebekah Land, Chair; John Metcalf, Vice Chair; Gina Kern, Secretary;
Ty Bledsoe; Matt Cely; Matt Furay; and Cameron Reeves.
Staff members present: Dudley Raymond, Director of Parks and Recreation; Paul Naughton, Parks
Planning Manager; Trevor Helton, Recreation Supervisor; and Patty Kendzie, Marketing
Coordinator.
Also in attendance: Linda Guthrie
2. Consider and act upon approval of the Draft Minutes from the May 13, 2021, Regular Meeting
of the Parks and Recreation Board.
Motion to approve by Metcalf. Second by Kern. Approved 7-0.
3. Special Volunteer Recognition.
The Board presented an engraved plaque to Prosper resident Linda Guthrie in recognition of years of
volunteer service to the Town. Guthrie has volunteered since 2007 on numerous projects and has been
instrumental in attracting and coordinating sponsors for the annual Prosper Christmas Festivals.
Raymond described her efforts as "outstanding" and Land commended Guthrie for her service, noting her
work has brought more than $150,000 in sponsorships to the festivals over the years.
4. Consider and act upon naming Windsong Neighborhood Park#2.
Kern described the park site. She suggested the park be named Hackberry Grove Park, due to the
plethora of hackberry trees at the location, which is west of the school. Reeves expressed desire to keep
tradition and to consider naming parks after the farms that were previously located on the land. For this
park, that would be Mahard Farms. Raymond said it's important to research and ask questions prior to
naming parks in an effort to keep the rural piece of Prosper remembered accurately and to look at both
historical and agricultural pieces. For a future park in Windsong, design elements and the name could be
considered together for a cohesive farm theme. Naughton said design work has begun on the third
Windsong park and the name can be considered at the next Board meeting.
Motion by Metcalf for Hackberry Grove Park to be the name of Windsong Park 2. Second by Kern. In
favor: Kern, Land and Metcalf. Opposed: Bledsoe, Cely, Furay and Reeves. Motion failed.
Motion by Furay for Hackberry Park to be the name of Windsong Park 2. Second by Bledsoe. In favor:
Bledsoe, Cely, Furay and Reeves. Opposed: Kern, Land and Metcalf. Motion approved.
5. Consider and act upon naming Star Trail Neighborhood Park#2.
Kern described the park site and suggested the park be named Star Meadow Park.
Motion by Metcalf for Star Meadow Park be the name of Star Trail Neighborhood Park#2. Second by
Kern. Approved 7-0

7. Informational items
a. Recreation Update
Helton said summer camps have begun. There is a record number of participants in summer camps and
programs: 807. In 2019, that number was 461. A few slots remain open, yet a majority of camps are full.
Multiple locations will be utilized and staff will be on hand at each site. Six applications for scholarships
have been received and four have been processed, to date. "Pride in the Sky" is set for July 3, 6:00 pm to
10:00 pm, at Frontier Park. Planning for fall programs will begin soon.
b. Park Development Update
Naughton said May was an uneventful month due to so much rain. The foundation has been poured for
the Downtown Monument Sign.
c. Park Operations Update
Raymond said the youth sports seasons ended this week and crews now switch into maintenance mode.
Many games were cancelled due to weather. For those that were played, Parks Operations did a great
job getting fields ready. Preparations are now underway for summer. The balance of the plants will be
replaced in the fall when the weather is cooler.
8. Discussion regarding any miscellaneous business or items to be placed on future Agendas.
