First Street, Prosper, Texas Wednesday, April 7, 2021 Prosper is a place where everyone matters. 6:00 p.m. 1. Call to Order/Roll Call. (AB) The meeting was called to order at 6:02 p.m. Committee Members Present: Brent Kirby Damon Jackson Rodolfo Sierra Sekou Harris Shy Tottress Maona Ngwira Josh Carson Christine Strobush Kim Loveland D'Oyle Clark Councilmember Marcus Ray Councilmember Amy Bartley Committee Members Absent: Grant Mendeljian Councilmember Jeff Hodges Staff Members Present: Robyn Battle, Executive Director of Community Services 2. Consider and act upon the March 24, 2021 Meeting Minutes (RB) Sekou Harris made a motion and Damon Jackson seconded the motion to approve the March 24, 2021 minutes. The motion was approved by a vote of 10-0. 3. Update on Communication and Community Engagement Activities (RB) • Communication channels • Social media platforms • Town Events • Community Gathering Spaces • Monthly Communications Report Overview Robyn Battle presented information on the Town's current communication and community engagement programs. The Committee was provided with information on the Town's social media platforms, special events, and community gathering spaces. A copy of the February Communications Report was distributed and discussed. Page 1 of 3 4. Communications and Feedback Strategy (SH) • Update on the Prosper Email addresses • Participation in upcoming HOA Presidents meeting • Roundtable Discussion on Strengths and Capabilities Robyn Battle has contacted the IT Department about setting up prospertx.gov email accounts. This action has been delayed while the Town acquires additional email licenses. A Community Engagement Committee web page has been created on the Town website. The Committee discussed the possibility of having a few members attend the May 13 HOA Presidents Meeting to begin to build relationships with the Town's neighborhoods. Members discussed the importance of sharing information on events they attend, and reporting back to the Committee. A regular agenda item will be added for Committee members to provide an update on recent and upcoming events. Members discussed the development of an Ambassadors program to create connections between the Committee and residents at Town events, community events, day-to-day citizen interactions and on social media. The Committee explored the idea of utilizing members' individual strengths and capabilities to benefit the Committee and the Town. Members could be assigned tasks and responsibilities based on their individual strengths, interests, and existing networks. Josh Carson offered to create a member survey for that purpose. The survey results will be discussed at a future meeting. 5. Upcoming Events (RS) • May 1st Election Rodolfo Sierra encouraged members to share information about the upcoming Election on May 1. 6. Discuss Future Agenda Items (SH) The Committee proposed the following future agenda items: • Member survey on strengths and capabilities • Broadband/Internet Improvement Efforts • Community Picnic update • HOA Presidents Meetings. 7. Downtown Master Plan Presentation by Stantec — 7:00 p.m. Shai Roos and Tonya Swartzenruber with Stantec joined the meeting virtually to present information on the Downtown Master Plan project; a community-based, market-based project that will result in a financially responsible plan for the Downtown Prosper area. Ms. Roos presented the Committee with the citizen input portion of the project, which will include an interactive website, a tactical urbanism "pop-up" event in downtown, and a series of focus groups. The Committee was asked to provide feedback online by Tuesday on the interactive map that was presented. Page 2 of 3 8. Adjourn The meeting was adjou ed at 7:45 p.m. on Wednesday, April 7, 2021.
