Ray Councilmember Craig Andres Councilmember Meigs Miller Councilmember Jeff Hodges Staff Members Present: Harlan Jefferson, Town Manager Terry Welch, Town Attorney Robyn Battle, Executive Director of Community Services Leigh Johnson, Director of Information Technology REGULAR AGENDA Minutes Prosper Town Council Emergency Meeting Council Chambers Prosper Town Hall 250 W. First Street, Prosper, Texas Wednesday, April 1, 2020 1. Consider and act upon an ordinance declaring a local state of disaster due to a public health emergency and enacting regulations related thereto, and all matters incident and related thereto. (TW) Terry Welch, Town Attorney, presented this item before council. The ordinance is closely modeled after the Declaration of Disaster issued by Denton County and the Executive Order issued by Governor Abbott, with some minor revisions. References to "essential businesses" are from the U.S. Department of Homeland Security's CISA guidelines. Mr. Welch confirmed the requirements for church services. Funerals may be conducted, as long as proper social distancing guidelines are observed. After discussion, Mayor Pro-Tem Vogelsang made a motion and Councilmember Ray seconded the motion to approve Ordinance No. 2020-26 declaring a local state of disaster due to a public health emergency.
