MINUTES Parks, Recreation and Open Space Master Plan Advisory Committee Meeting 108 W. Broadway St., Prosper, Texas Town of Prosper Municipal Chambers Wednesday, February 12, 2014, 6:00 p.m. The meeting was called to order by Paul Naughton, Landscape Architect, at 6:03pm. Roll call was taken by Paul Naughton, Landscape Architect. 2. Introductions Committee members present included: Barbara Cottone, Bill Hays, Craig Andres, Johnny Warren, Mike Korbuly, Rebekah Wikander, Jan Brown arrived at 7:07pm, Mike Kays was absent. Staff present included: Hulon Webb, Executive Director of Development and Community Services; William Mitchell, Parks and Recreation Manager; Paul Naughton, Landscape Architect; Alex Glushko, Senior Planner; Angela Tucker, Administrative Assistant. Dunaway Associates present included: Philip Neeley, Project Manager; Elizabeth McIlrath, Landscape Architect. 3. Consider and act upon the appointment of a Chair, Vice -Chair, and Secretary of the Parks, Recreation and Open Space Master Plan Advisory Committee. On a Motion Korbuly and seconded by Warren, Cottone was elected as Chair of the Committee. On a Motion by Korbuly and seconded by Warren, Wikander was elected Vice -Chair. On a motion by Korbuly and seconded by Cottone, Warren was elected Secretary. 4. Review Planning Process & Schedule. Dunaway discussed the timeline for the Master plan, which was broken down into the following items: ➢ Phase I — Inventory and Needs Assessment. ➢ Phase II — Parks, Recreation & Open Space Master Plan. ➢ Key meetings with Advisory Committee. 5. Potential Impact from New Master Plan. Dunaway presented examples projects their firm had worked on and the unique challenges they brought. ➢ Sample Master Plans. ➢ Community consensus. ➢ Strategic outcomes. Page 1 of 2 1 6. Open Discussion. Dunaway asked the following questions to the advisory committee and staff: ➢ Vision for Prosper. Korbuly-Volunteer park Veteran's memorial. Lakes, ponds, Water feature with a trail underneath, Wikander - Draw out residents/economics. Trails with work out equipment in open spaces. Nature experience. Create a Town identity separate from other Towns and cities. Hays - Parks with pavilion and ponds. Warren -Trails network trough the Town. Additional sports fields. ➢ What does park system look like in 10 years? Cotton - All purpose recreation facility, (Inclusive with a senior center) natatorium. Korbuly - A building with a roof over it. As of now we have to send our families to other cities. Warren - Temporary parks. More open space to meet the demands. Discussed the need/look at partnerships. ➢ Key partners to engage in process? HOA's, Private land owners, partnership with School district, shared use, Heritage, Shawnee Trail, Downtown, Churches, invite them to Town council round table discussion. 7. Next Steps. Dunaway discussed the steps ahead for the committee. ➢ Citywide tour of parks of other cities that fit the demographic for Prosper. ➢ Inventory & Supply analysis. ➢ Population & Demographic analysis. 8. Possibly direct Town Staff to schedule topic(s) for discussion at a future meeting. Cottone directed Town staff to choose a date and time of their choice and convenience. 9. Adjourn.
