1. Call to Order / Roll Call.
MINUTES
Regular Meeting of the
Parks and Recreation Board
Prosper Town Hall Council Chambers
250 W. First Street, Prosper, TX
Thursday, November 14, 2019
The meeting was called to order by Rebekah Land, Chair, at 6:00 p.m.
Board members present: Rebekah Land, Chair, John Metcalf, Vice Chair; Gina Kem, Secretary; Matt
Cely; Henry Coleman; and Cameron Reeves.
Staff members present: Dudley Raymond, Director of Parks and Recreation; Paul Naughton,
Senior Parks Planner; Trevor Helton, Recreation Supervisor; Matt Furr, Parks Supervisor; and
Patty Kendzie, Marketing Coordinator.
2. Consider and act upon approval of the Minutes from the October 10, 2019, Regular Meeting of
the Parks and Recreation Board.
Motion to approve the Minutes by Metcalf. Second by Kern. Approved 6-0.
Board member Shannon Crawford entered the meeting at 6:07pm.
3. Comments by the Public.
Prosper residents Sherry Lloyd, 105 Packsaddle Trail, and Erin Gillespie, 341 Komron Ct., requested a
pickleball court be built in Prosper. Pickleball, an outdoor sport, requires strength and strategy, fosters a
social experience for all ages and abilities, and can help children dealing with depression and anxiety.
Prosper resident Barbara Cottone, 800 Dentwood Trail, addressed the Board about the importance of
volunteering for the Prosper Christmas Festival on December 7. She thanked those who typically
participate in events and encouraged the new members to get involved.
4. Update on the Hike and Bike Trail Master Plan Committee.
Naughton said the first Hike and Bike Trail Master Plan Committee meeting was held October 23, 2019.
The committee discussed: setting up a January workshop; developing an online survey; and the future of
the trail system. Currently, The final committee meeting will be held in early 2020. Committee
recommendations will be brought to the Parks and Recreation Board for informal discussion and then sent
to the Town Council for approval.
5. Overview of Prosper Arbor Day Celebration.
Fun thanked Metcalf and Coleman for volunteering at the Prosper Arbor Day Celebration at Folsom Park
on November 2, 2019. Members of Prosper Girl Scout Troop No. 8415 and Prosper Boy Scout Troop No.
365 planted trees near Folsom Pond. Mayor Smith read a Proclamation. Metcalf said it's important to
engage groups and the public in activities such as this. The 2019 celebration had the largest turnout, to date.

Furr said two storage buildings were approved in the budget and will be built at Frontier Park. One will
be used for youth sports; the other will be used by staff. The structures will be high -quality utilitarian
buildings with roll up doors and matching architecture.
6. Informational items.
a) Recreation Update
Helton said staff is ready for the 2019 Prosper Christmas Festival and marketing is in full swing. A
postcard has been mailed to all residents, an article printed in Prosper Living magazine, and news releases
and social media are ongoing in preparation for the December 7 event. New attractions this year will be:
a Kids' Christmas Shoppe, horse-drawn carriage rides, artisan booths, and live demonstrations. All booth
spaces have been sold. Volunteers are still needed.
Plans are underway for the 2020 Mayor's Fitness Challenge, which will run from mid -January to mid -
April. The initiative will be similar to 2019, yet details may change. Crawford suggested an online log;
Reeves suggested challenging another city, similar to the It's Time Texas Community Challenge; and
Metcalf suggested engaging local running clubs.
Helton said recreational programming for Spring 2020 is being planned. Registration will open in early
2020 for Archery, Soccer Sparks, and Tennis, as well as new Active Adult and youth programs.
Kern asked about registration numbers for the Strength, Core, and Balance class. Helton said the class is
popular and, in response to requests, be held weekly versus bi-monthly next year. Attendance is strong
and feedback about the instructor and the class has been positive. Response to cards and games also has
been positive, with Canasta drawing the largest crowds.
Coleman asked if a survey was planned. Helton said adults were surveyed in Summer 2019. In response,
new classes to be added in 2020 include yoga and art for adults and chess for youth. Staff is working on a
satisfaction survey for youth program participants.
b) Park Development Update
Naughton said many trail projects have been in the works in 2019. Additionally, the monument sign at
Hwy. 380 is progressing; landscaping has begun on the TXDOT Green Ribbon project; and Star Trace
Park is complete (grass is still growing grass, so no practices are allowed yet). Land asked about
Christmas decorations. Raymond said Town Council decided not to expand the decorations this year.
c) Park Operation Update
Furr said the sports season ends Saturday, yet a few tournaments are scheduled. Tryouts begin soon.
Adult Softball continues. Winterizing the parks begins next week. With the advent of the new budget
year, crews will begin repairing the Windmill Playground shade structure and the Youth Leagues each
donated $5,000 for the installation of an additional lightening detection system.
Furr said the rye grass at Frontier Park is watered with well water. Rye isn't allowed on residential
properties due to the amount of watering required, yet it's essential for turf management/erosion control
on park property.

7. Discussion regarding any miscellaneous business or items to be placed on future Agendas.
Raymond said the Town's Board and Commission Christmas party is scheduled for December 12, the
regular Parks and Recreation Board meeting time. The Board agreed to cancel the December meeting.
To be placed on a future agenda: Hays Park update and pickleball.
8. Adjourn.
Motion by Reeves. Second by Coleman. Meeting adjourned at 6:55 pm. Approved 7-0.
