MINUTES
Regular Meeting of the
Parks and Recreation Board

Thursday, May 9, 2019
6:00 p.m.

1. Call to Order / Roll Call.
The meeting was called to order by Rebekah Land, Vice Chair, at 6:00 p.m.
Board members present: Rebekah Land, Vice Chair, Gina Kern, Secretary; Shannon Crawford;
and Cameron Reeves.
John Metcalf was absent.
Staff members present: Dudley Raymond, Director of Parks and Recreation; Paul
Naughton, Landscape Architect; Trevor Helton, Recreation Services Coordinator; Matt
Furr, Parks Superintendent; and Patty Kendzie, Senior Administrative Assistant.
2. Consider and act upon approval of the Minutes from the April 11, 2019, Regular
Meeting of the Parks and Recreation Board.
Motion to approve the Minutes by Reeves. Second by Kern. Approved 4-0.
3. Comments by the Public.
There were no comments by the public.
4. Discussion with the Board regarding the Town's Sponsorship Policy.
Raymond described the Town's Sponsorship Policy and gave examples of appropriate types of
structures for sponsorship. Sponsorships under $5,000 are considered at the discretion of the
Director of Parks and Recreation.
5. Update regarding Frontier Park parking and PISD stadium.
Raymond explained the existing conditions and described the funded improvements to Frontier
Parkway and the bridge spanning over the railroad tracks. He described the construction
elements and the changes to be expected while the project is under construction. Additional
options are being looked into, including a pedestrian bridge, which would be an extremely
expensive option.
6. Informational items.
a) Recreation Update
Helton said the financial assistance form has been completed and approved, with publicity
forthcoming to attract summer registrants. The summer camp and class schedule, which begins
June 3, consists of 25 different programs, ranging from sports to STEM. Registrations total 90, to
date. A survey is being planned to gauge how residents learn about the Town's recreational
programs. The 407 E. First Street building will become a facility to offer additional programs.

Land asked if senior programming options will be offered at the 407 building. Helton said senior
and youth programming will start small with plans to expand after the Recreation Specialist is
hired, set for June 17.
b) Park Development Update
Naughton gave an update on the remodel of the Parks Administration building (407/409 E. First
Street), the Downtown Monument Sign, the playground at Legacy Elementary School #11, and
the hike and bike trail construction at Prosper Trail.
He described the Prosper Tree Tour, which was led by staff on May 7 at Whitley Place Park.
Thank you to the Board members who were able to attend.
Naughton gave notice to the board that council will pass a resolution to apply for the Collin
County Financial Assistance Program for the Whitley Place Park hike and bike trail project.
Land asked if there was progress on the graffiti removal from the playground at Lakewood
Preserve. Naughton said the HOA is responsible for graffiti removal.
Park Operations
Furr said he spoke at a recent Lunch and Learn program in Grapevine where he found other
parks departments experiencing challenging situations with soil, water testing, and fertilizer
technology. Town staff currently is being educated on new fertilizer technologies, which have
begun on properties and medians, with expected monetary savings.
7. Discussion regarding any miscellaneous business or items to be placed on future
Agendas.
Land requested a Prosper DownTown Live! update. Raymond said staff and volunteer schedules
were completed this week; downtown road closure details will be finalized next week; a meeting
is set for May 20 to discuss all big picture items with event staff. Event set up will begin May 23.
An off -site parking schedule for Town Hall staff has been created for the three days the parking
lot will be inaccessible to them.

Motion by Reeves. Second by Kern. Meeting adjourned at 7:02 pm. Approved 4-0.
