Agenda Item:
Consider and act upon the approval of the design for the northwest and southwest youth ballfields
proposed with the Frontier Park North Field Improvements Project.
Description of Agenda Item:
At the May 24, 2016, Town Council meeting, the Town Council discussed various options on the
possible extension of the northwest and southwest youth ballfields from the current planned 225’
outfield. The Council also received input from several Prosper Little League (PLL) members
requesting at least one (1) 300’ outfield. Based on the discussions, staff was asked to research
the following options:
A. Cost of artificial turf versus natural turf on the northwest and southwest youth ballfields with
300’ outfield.
Current budget includes (2) 225’ artificial turf fields at $ 500,000 each. The cost increase
for 300’ artificial turf outfields is $ 900,000. The cost savings for 300’ natural turf outfields is
$ 610,000.
B. Extend northwest and southwest youth ballfields to 275’ outfield with high wall (300’
equivalent).
The cost increase to extend the current budgeted (2) 225’ artificial turf fields to 275’ outfield
with high wall is $ 700,000.
C. Extend northwest youth ballfield to 300’ outfield; southwest youth ballfield to 275’ outfield
with hall wall (300’ equivalent).
The cost increase to extend the current budgeted (2) 225’ artificial turf fields to 275’ outfield
with high wall is $ 875,000.

To further aid the Council in its decision, an a-la-carte menu of options is provided below:
Northwest Youth Ballfield: Estimated Cost Increase (Decrease) from Current Budget Estimate:
• 300' artificial turf = $ 500,000
• 300’ natural turf = ($ 360,000)
• 275' artificial turf = $ 250,000
• 275' natural turf = ($ 380,000)
• Cost for the 35’ high wall to achieve 300’ on 275’ outfield = $ 75,000
• 250' artificial turf = $ 100,000
• 250' natural turf = ($ 390,000)
• Cost for the 60’ high wall to achieve 300’ on 250’ outfield = $ 150,000
• Current 225' artificial turf = $ 0 increase/decrease ($ 500,000 in current budget)
• 225' natural turf = ($ 400,000)
Southwest Youth Ballfield: Estimated Cost Increase (Decrease) from Current Budget Estimate:
• 300' artificial turf = $ 400,000 w/modified outfield wall
• 300' natural turf = ($ 250,000) w/modified outfield wall
• 275’ artificial turf = $ 250,000 w/ 275’ modified outfield wall
• 275’ natural turf = ($ 350,000) w/ 275’ modified outfield wall
• Cost for 60’ high wall (left); 35’ high wall (right) to achieve 300’ on 275’ outfield = $ 125,000
• 250' artificial turf = $ 100,000
• 250’ natural turf = ($ 390,000)

Budget Impact:
The FY 2015-2016 Capital Improvement Program includes a budget of $ 9,751,225 for the design
and construction of the Frontier Park North Field Improvements project. Additional funds will be
necessary to fund the selected options.
Town Staff Recommendation:
Town staff recommends that the Town Council provide staff with design approval for the northwest
and southwest youth ballfields proposed with the Frontier Park North Field Improvements Project.
Proposed Motion:
I move to approve the following design (______) for the northwest youth ballfield and following
design (______) for the southwest youth ballfield proposed with the Frontier Park North Field
Improvements Project.
