A RESOLUTION OF THE TOWN OF PROSPER, TEXAS REQUESTING THAT
THE TEXAS MUNICIPAL LEAGUE INCLUDE IN ITS' 2001 LEGISLAIVE
PROGRAM AMENDMENTS TO THE GENERAL LAW THAT, UNDER
CERTAIN CIRCUMSTANCES, WILL ALLOW CITIES OF TWO THOUSAND
FIVE HUNDRED (2500) OR MORE POPULATION TO HAVE THE OPTION OF
HOME RULE.
Whereas, the North Central Texas Council of Governments (NTCOG), the
Dallas/Ft. Worth Metropolitan Planning Organization, is forecasting that the
Dallas/ Ft. Worth area population will increase by two million, eight hundred
thousand (2,800,000) by 2025 A.D. and
Whereas, NTCOG estimates that Collin County will account for twenty percent
(20'%) of the aforementioned growth, and
Whereas, Prosper's location within Collin County will likely result in a higher
growth rate that many other Collin County areas, and
Whereas, Prosper desires to adequately prepare for growth through the adoption
of comprehensive land use planning, and
Whereas, Prosper is handicapped, by its inability under the general laws of
Texas, in that it has no means to assure that unincorporated areas will develop in
ways consistent with the concept of the Comprehensive Plan.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
PROSPER, TEXAS,
That the City Council respectfully requests that the Texas Municipal League
included in its' 2001 legislative program amendments that will permit General
Law Cities of two thousand five hundred (2500) or more in population, adjacent
to major metropolitan areas where extensive growth is projected, to have the
local option of home rule.
AND BE IT FURTHER RESOLVED
That a copy of this Resolution be forwarded to Senator Florence Shapiro and
State Representative Ronald Clark, ary Denny and Bri McCall.
