The meeting was called to order by Rick McGrath, Chair, at 11:00 a.m. MINUTES Special Meeting of the Parks and Recreation Board 3980 E. Prosper Trail Parks Maintenance Building Thursday, February 14, 2019 11:00 a.m. Board members present: Rick McGrath, Chair; Rebekah Land, Vice Chair; Gina Kern, Secretary; Shannon Crawford; John Metcalf, Cameron Reeves; and Stephen Thomas. Staff members present: Dudley Raymond, Director of Parks and Recreation; Paul Naughton, Landscape Architect; Matt Furr, Parks Superintendent; Trevor Helton, Recreation Services Coordinator; and Patty Kendzie, Senior Administrative Assistant. 2. Consider and act upon approval of the Minutes from the January 10, 2019, Regular Meeting of the Parks and Recreation Board. Motion to approve the Minutes by Metcalf. Second by Kern. Approved 7-0. 3. Comments by the Public. There were no comments by the public. 4. Update of the Food Truck Policy. The Food Truck Policy is scheduled for the February 26, 2019, Town Council Agenda, so the topic will be moved to a future Parks and Recreation Board Agenda. 5. Informational items. a) Recreation Update Helton described current programs underway: winter recreational programs (Tennis and Soccer Sparks) and the 100 .MILE CHALLENGE, an initiative requested by Mayor Smith that challenges Prosper residents to walk, bike or run at least 100 miles in just over 100 days. The Challenge begins February 15 and culminates June 1. All participants who complete and return the Tracking Sheet by June 6 will receive a t-shirt and be recognized at a Town Council meeting; Prosper residents who do so will be entered into a drawing for a FitBit watch. The 10' Annual Prosper Fishing Derby is set for February 23. Volunteers are still needed. In response to a Board request in February, Helton said the Recreational Scholarship Fund currently totals $1,940. Work continues with Cornerstone Assistance Network to finish the policy which should be in place for summer. Board members expressed interest in helping to raise money. Page 1 of 2 Raymond informed the Board of an event in the initial planning stages to bring attention to the completion of road construction in the downtown Prosper area. Per Town Council request, the event will be hosted by the Town on May 24 and include a performance by The Emerald City Band, food trucks and alcohol sales. The event is being planned for 4:00 p.m. to midnight. Kern asked about the event budget and asked that the Board be informed when the topic is on the Town Council meeting Agenda. b) Park Development Update Naughton said the Parks Planner position remains posted and resumes are being accepted. The next Town Council Agenda includes the downtown open space study. Kimley-Horn and Associates, Inc. will provide direction. Construction on The Park at Star Trace will begin this month. The monument sign is out to bid. After pricing, the topic will go to the Town Council. A monument sign also is slated for the downtown area. c) Park Operations Update Furr said it's the verge of the busy season and crews are working to get the fields ready. The Lacrosse season has begun; Soccer begins February 23. Fields have been shut down for a couple days due to wet conditions and are scheduled to reopen today. The Town Lake dock, a problem for three years, continues to be an issue. Crawford asked about trash on the Prosper side of US 380. Naughton said three cities work US 380 and the budget is split. Raymond said improvements are coming, with the situation being significantly improved in 12-18 months. Extra trash pick ups will be investigated. 6. Discussion regarding any miscellaneous business or items to be placed on future Agendas. Thomas suggested the Town Lake dock issue be placed on the August 2019 Parks and Recreation Board Agenda to give staff time to address the problem. He suggested a follow up on DORBA be scheduled within three to four months. McGrath and Thomas announced they are stepping down from the Parks and Recreation Board to run for Town Council. 7.
