A ORDINANCE OF THE TOWN COUNCIL OF THE TOWN OF PROSPER,
TEXAS APPOINTING THE COLLIN COUNTY TAX ASSESSOR-
COLLECTOR OF COLLIN COUNTY, TEXAS TO ASSESS AND COLLECT
AD VALOREM TAXES ON ALL PROPERTY WITHIN THE CORPORATE
LIMITS OF THE TOWN OF PROSPER; PROVIDING FOR SAVINGS,
REPEALING AND SEVERABILITY CLAUSES; AND PROVIDING FOR AN
EFFECTIVE DATE HEREOF.
WHEREAS, pursuant to §22.071, Texas Local Government Code, the governing body of
a Type-A general law municipality shall elect or appoint, among others, its assessor and
collector; and
WHEREAS, pursuant to §6.22, Texas Tax Code, the governing body of a taxing unit
authorized to have its own assessor and collector may require the county to assess and collect the
taxes the unit imposes in the county in the manner in which the county assesses and collects its
taxes; and
WHEREAS, the Town Council of the Town of Prosper, Texas ("Town Council") has
investigated and determined that it would be advantageous and beneficial to the citizens of the
Town of Prosper, Texas ("Prosper") to appoint the Collin County Tax Assessor-Collector to
provide tax collection services to Prosper.
NOW, THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN
OF PROSPER, TEXAS:
SECTION 1: Findings Incorporated. The findings set forth above are incorporated into
the body of this Ordinance as if fully set forth herein.
SECTION 2: Appointment of Tax Assessor-Collector/Revocation of Appointment.
Prosper hereby appoints the Collin County Tax Assessor-Collector for the purpose of assessing
and collecting the taxes imposed by Prosper in the manner in which Collin County assesses and
collects its taxes, and any related services thereto. Prosper may, at any time and for any reason,
revoke this appointment of the Collin County Tax Assessor-Collector as its assessor and
collector of taxes.
SECTION 3: Savings/Repealing Clause. All provisions of any ordinance in conflict with
this Ordinance are hereby repealed to the extent they are in conflict; but such repeal shall not
abate any pending prosecution for violation of the repealed ordinance, nor shall the repeal
prevent a prosecution from being commenced for any violation if occurring prior to the repeal of
the ordinance. Any remaining portions of said ordinances shall remain in full force and effect.
SECTION 4: Severability. Should any section, subsection, clause or phrase of this
Ordinance be declared unconstitutional or invalid by any court of competent jurisdiction, it is
expressly provided that any and all remaining portions of this Ordinance shall remain in full for

force and effect. Prosper hereby declares that it would have passed this Ordinance, and each
section, subsection, clauses and phrases be declared unconstitutional or invalid.
SECTION 5: Effective Date. This Ordinance shall become effective immediately upon
its passage.
