The meeting was called to order at 6:04 p.m.

2. Consider and act upon the minutes of the August 5, 2026 Community Engagement
Committee (CEC) meeting.
Annie Bunger made a motion to approve and Soprina Reeves seconded. The minutes were
unanimously approved.
3. Consider and act upon the minutes of the September 2, 2026 Community Engagement
Committee (CEC) and Downtown Advisory Committee (DTAC) Joint meeting.
Soprina Reeves made a motion to approve and Annie Bunger seconded. The minutes were
unanimously approved.
4. Comments from the Public.
There were no public comments.
5. Discussion regarding open container rules in Downtown Prosper.
Ms. Battle provided an overview of open container regulations, the designation of Downtown
Prosper as an entertainment district, and applicable Texas Alcoholic Beverage Commission
(TABC) regulations.
6. Introduction of New CEC Members.
The CEC welcomed new members to their first meeting, followed by brief introductions. Annie
Bunger nominated Soprina Reeves to serve as CEC Chair, and the Committee voted
unanimously in favor of the nomination. Soprina Reeves nominated Annie Bunger to serve as
CEC Vice Chair, and the Committee voted unanimously in favor of the nomination.

Mr. Tanner provided an overview of the CEC subcommittees. The Committee selected the
following members to serve on each subcommittee:
• Communications Subcommittee: Kari Willis, Annie Bunger, Soprina Reeves and Gavin
Hernandez.
• MYAC Subcommittee: Samad Abdur-Razzaaq, Ella Lee, Shannon DeVaughn and Jennifer
Downs.
• Events Subcommittee: Jeff Robinson, Kelly Sullivan and Sean Boardman.
7. Shop Local Campaign.
Mr. Tanner presented an upcoming video campaign encouraging residents to shop locally
during the holiday season. He invited CEC members to participate in the campaign by
appearing in videos or recommending local businesses to feature. The proposed tagline for
the campaign was "Shop 75078." Ms. Bunger suggested incorporating "Dine" into the tagline
to emphasize the inclusion of local restaurants. Ms. Reeves suggested updating the banners
in Downtown Prosper to reflect the campaign's tagline. Ms. Downs proposed "Live 75078" as
an alternative tagline to encompass a broader range of local businesses and community
activities.
8. Subcommittee Updates.
This item was not discussed.
9. Discuss and consider "CEC Top 3" & Save the Date Items
The committee decided their CEC Top 3 would be:
• Shop 75078
■ Celebrate Prosper
■ Veterans Honor Run
10. Requests for future agenda items.
The Committee requested the following for future agenda items:
• Voice of the Town.
11. Adjourn.
The meeting was adjourned at 7:19 p.m. on October 7, 2026.
