08.25.26 Town Council Meeting Presentation Work SessionWelcome to the August 25, 2026,
Prosper Town Council
Work Session
Call to Order/Roll Call.
Agenda Item 1.
Discussion regarding Library Fees. (GL)
Library Service Fees and Non-
Resident Membership
Increasing Resident Value and Access
•Core weekly programs now operate year-round without breaks
•Friday and Saturday programming expanding to better serve
working families
•Large format events designed to accommodate greater
number of residents
•Friday service hours already extended to 6pm
•Saturday hours to expand from 3pm to 6pm by FY28
•Increased coordination with Town departments to host large-
scale events, teen career days, amplify existing Town events
•Partnerships with Chamber and EDC to increase programming
and resources for local businesses
3D Printing
Current: $1.00 per hour
Proposed: $0.20 per gram
•Connects fee directly to material used
•Supports 3D printing as an educational service
•Library Advisory Board: 6-0 approval
Printing and Copying
Current: $0.20 per page
Proposed: $0.15 B&W / $0.50 color per side
•Keeps basic B&W printing affordable
•Better reflects higher cost of color printing
•Library Advisory Board: 6-0 approval
Non-Resident Membership: Current Context
•Annual fee: $50
•718 active paid non-resident memberships
•Approximately $35,000 annually
Resident Cost Comparison
•Prosper household support for library service: $38 annually ($3.17/mo)
Access Without Paid Membership
•Library building and many services remain open to everyone
•Residents and paid members receive priority for limited-capacity programs
•Open-capacity and offsite programs available more broadly
Option 1—Maintain $50 annual fee
Advantages
•Already exceeds estimated $38 Prosper household support
•Remains regionally reasonable
•Allows time to assess regional changes, including Celina’s new library
Considerations
•Fee has not changed since 2018
•Does not capture potential revenue from a higher fee
Library Advisory Board: maintain $50 (5-1 vote)
Library Director: Supports Board recommendation
Option 2—Increase to $60 or $65
Advantages
•Recognizes fee has not changed since 2018
•May be less disruptive than a larger increase
Considerations
•Moves further above estimated $38 Prosper household support
•Could reduce some non-resident renewals
•Would represent a revenue/policy adjustment rather than a cost-
equity adjustment
Option 3—Reduce or eliminate the fee
Advantages
•Maximizes regional access
•Closer alignment with neighboring libraries
•Might simplify some PISD outreach
Considerations
•Reduces revenue
•Increases burden on Prosper taxpayers
Option 4—Increase to $75
Advantages
•Strongest resident-priority signal
Considerations
•Nearly twice the estimated $38 Prosper household support
•Places Prosper on the high end regionally
•Could reduce renewals and offset some anticipated revenue
gain
•Creates a greater access barrier for non-resident families
Prosper ISD Student Access
Should Prosper ISD students who live outside Town limits qualify for free
library membership?
Potential Benefits
•Reduces barriers for PISD students
•Supports school outreach and educational access
Considerations
•Would reduce non-resident membership revenue
