Those Present: Darin Riggs, Karen Williams, Michelle McBride, Bob Jameson, Amy Drown, Steve Witt and Julie
Larios.
Call to order: Chairman Darin Riggs called the meeting to order at 7:17 p.m.
1. Call to Owder/Roll Call.
2. Action on Approval of Consent Items.
a. Minutes from October 1st and October 17+h were reviewed. Motion to approve minutes by Karen
Williams, seconded by Michelle McBride. Motion carried.
b. Financials were reviewed. No motion to approve. Request for clarification of financials from City
Hall. Also discussed the need to appoint a treasurer to keep track of financials. No action taken.
c. Request for work session with City Council in January. No action taken.
d. Request for change in ordinance that requires the EDC to share the proceeds from the .05%
sales tax an equal 50/50. No action taken.
3. Comments from Citizens. None.
4. Discussion with John Papagolos regarding the subdivision known as Villages of La Cima. Work session
postponed. John Papagolos was unable to attend.
5. Discussion and possible action regarding Park & Recreation Projects for municipal bond. Possible items
for proposal: Use of 20 acres of Agricultural barn allowed by PISD to become a four-plex baseball/multi-
use fields; recreation center will basketball/volleyball courts; four—plex adult softball/baseball fields with
batting cages; four new playgrounds, two for children aged 2-5 years old and two for children aged 5-11
years old; and land acquisitions and development. No action taken.
6. Discussion and possible action regarding Collin County Open Spaces Grant Award. Bob Jameson and
Steve Witt presented their preliminary plan for layout of fields. No action taken.
7. Discussion and possible action regarding preliminary developer/development recommendations.
Goodman Homes — no credit from town for open spaces, no hard fencing, trail along the creek of at least
8 feet wide. Whispering Farms — town must be able to have all lake ownership or Whispering Farms will
be owner, east to west trails along creek way of at least 8 feet wide. Rolling Hill — preliminary play
denied, but land offer not accepted, money in lieu of land will be accepted.

8. PUBLIC HEARING regarding proposed changes to Section 13 of the Town's current Subdivision
Ordinance, specifically referring to Park Land Dedication, and possible action on recommendation to the
Town Council. Public Hearing open at 7:49 pm. No comments. Motion to close public hearing by Julie
Larios, seconded by Bob Jameson. Motion carried. Closed at 7:50 pm. Discussion to approve Section
B: $1000.00 Park Development Fee paid by developer per lot in development. Motion by Bob Jameson
to accept Section B as addition to Section 13 of the Subdivision Ordinance. Seconded by Steve Witt.
Motion carried. PUBLIC HEARING reopened at 8:25 pm for comments. No comments. Motion to close
public hearing by Julie Larios, seconded by Steve Witt. Motion carried. Closed at 8:26 pm. Motion by
Darin Riggs to make the recommendations for changes to Section 13 of the Town's current Subdivision
Ordinance to the City Council. Bob Jameson motion to approve, seconded by Michelle McBride. Motion
carried.
