Those Present: Darin Riggs, Steve Witt, Karen Williams, Randy Turner, and Julie Larios.
Call to order: Chairman Darin Riggs called the meeting to order at 7:05 p.m.
Darin Riggs noted that tonight's agenda was discussion and possible action on the Main Street
Park completion, Phase I.
Steve Witt and Darin Riggs both presented diagrams of the Main Street Park as well as previously
discussed improvements and additions. The improvements were for the baseballs fields as well as
additions to the park itself. Steve Witt had, at the request of the City Council, created an estimated
list of improvements and their expense over a year ago but no action had been taken. After
reviewing the lists, the P & R Committee decided that the following improvements should be made
as soon as possible so that they would be in effect for most of the spring/summer baseball season.
• Purchase and installation of score tables
Installation of covers over the dugouts.
* Purchase and installation PA systems.
• Light dirt work: fill in erosion areas around sidewalk from entrance to concession stand; fill
in erosion areas from the French drains to concession stand; place new sod along
sidewalk and around concession stand.
It was decided that Steve Witt would again research the cost for the improvements. The request
for possible action at Main Street Park would be presented to the City Council by Darin Riggs at
the next regularly scheduled meeting on Tuesday, April 9, 2002.
The next phase of improvements which could include a sidewalk, landscaping, lighting, security
system, fencing, additional signage, playground equipment, benches, and picnic tables would be
addressed in future meetings.
Discussion was also held on the prospect of hiring a full time groundskeeper that could be shared
with the PISD. Discussion also included the future position of a park manager to keep track of
scheduling demands and future park and gym facilities.
Locations of possible soccer fields were discussed, which included the fields in front of the high
school and development of a field next to the elementary school by the Blackhawk Soccer
Association.
The P & R Committee then reviewed the budget figures provided by the City Council. Darin Riggs
asked Randy Turner to examine them further for a more accurate accounting of Parks and
Recreation monies.
Karen Williams presented the P&R Committee with some possible grant sources and discussion
was held on how to pursue these and other grants.
