1.Call to Order/Roll Call.
The meeting was called to order at 6:23.

Special Meeting of the Town of Prosper
Parks and Recreation Board

Development Services Building
Thursday, March 1, 2007 at 6:00 p.m.
Members present include: Trent Lewis, Maureen Patin, Charity Gilson, Amy Drown and Jeff Stang.
Also present: Rebecca Brewer, Chris Copple, Hulon Webb, Lisa Dritschler.
2.Recess into Closed Session in compliance with Section 551.001, et. seq., Texas Government Code, to
wit:
Section 551.071. Meeting with Town Attorney regarding a matter(s) in which the duty of the Town
Attorney under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas
conflicts with the Open Meetings Act regarding legal issues relating to park land dedication.
Motion was made to recess into Closed Session by Amy Drown, seconded by Charity Gilson. Motion was approved
5-0.
3.Reconvene into Regular Session and take any action necessary as a result of the Closed Session,
including, but not limited to, discussion and possibly action on the Parks, Recreation, and Open
Space Master Plan.
Motion was made to reconvene into Regular Session by Charity Gilson and seconded by Amy Drown. Motion was
approved 5-0.
A draft of the rules to be potentially included in the Parks, Recreation and Open Space Master Plan was developed in
the conversation that followed:
1.A developer's requirement on Park Land dedication is 1 acre per 30 single family dwellings or 5% of the total land
acquired, whichever is greater.
2.The open space "buffer" along a creek will be 100' and consist of a
a.25' maintenance easement from the 100-year flood line or top of the creek bed, (For slopes not to exceed 4: 1 ),
whichever is greater.
b.an "Erosion hazard set back" determined by the slope of the land around a creek, is to be determined by a
hydrologist hired by the Town of Prosper.
c.The sum of "a" and "b" above will be deducted from the 100' creek buffer requirement. Half of the remaining
100' buffer requirement will be allowed to offset the Park Land dedication defined in #1, above.
Town staff was requested to cross-reference the existing drainage and tree preservation ordinances with the draft of
the Parks, Recreation and Open Space Master Plan to check for conflicts or where the existing ordinances would
support the requirements above.
Trent Lewis volunteered to research possible options on commissioning ecologists to evaluate specific land
development plans as required.

4.Discuss and possibly act on placing items on and setting alternate dates for future meetings.
Charity Gilson requested that further discussion on the requirements for sports fields be included in an upcoming
Parks and Recreation Board meeting agenda.
5.Adjourn.
Motion was made to adjourn the meeting by Trent Lewis, seconded by Maureen Patin and the motion was approved
