08.07.2008 Parks & Rec Minutes (Special Meeting)p � 0SPER 1.Call to Order /Roll Call MINUTES Special Meeting of the Town of Prosper Parks and Recreation Board 605 E. Seventh Street, Prosper, Texas Prosper Middle School -Library Thursday, August 7, 2008 at 6:00 p.m. The meeting was called to order at 6: 10 p.m. Members present include: Trent Lewis, Loren Moulder, Tom Blaney, and Jeff Stang Staff members present include: Wade Harden 2.Discuss and give a recommendation to the Town Council concerning the improvements at Folsom Park Staff presented the board members a revised email request from the Lakes of LaCima Advisory Board. There were 5 main points to their request. Those items in summary are:-The use agreement needs a termination date in it -The use agreement can't be renewed past 12/01/10 -The 4 small soccer goals should be removed leaving 2 large soccer goals only -The 2 existing bleachers should be removed -Another attempt to aim the lights should be made The Folsom Field Use Agreement was modified with the following changes: Section 1, paragraph B, item v -changed "game" season to "sports" season. Section 1, paragraph B, item vi -added "excluding scrimmage practice games." to the end of the first sentence. Section 6, paragraph N -rewrite "The agreement shall expire on July 31 of each calendar year." Concerns about the state of the turf and plantings at the park were discussed. The field needs leveling, trees are possibly planted too deep, and the condition of the grass being too dry and possibly dead. The goal mounts were aligned with sprinkler heads. There was an issue with a pump and how it affected the sprinkler coverage. The pump is currently being addressed. There is a punch list walk through scheduled for Friday August 8. The items mentioned above and more will be noted at that time. There is a 1 year guarantee on both the sod and the trees. Staff met with the electrical contractor to take metered light readings. The town ordinance is up to an additional 2.5 candle lights of output. The initial readings taken at the park were .6 -1.0 additional candle lights of output. The contractor will be out next week to readjust the lights inward and downward away from the neighboring homes. Trent Lewis is in favor of leaving the 6 existing soccer goals in place. Jeff Stang is in favor of leaving the 6 existing soccer goals in place. Tom Blaney is in favor of leaving the 6 existing soccer goals in place. Loren Moulder would be willing to take down the 4 smaller soccer goals and leave the 2 big soccer goals in place. Jeff Stang feels the lights should be left up and see how they will be used for at least a year. Tom Blaney is also in agreement concerning the lights. Trent Lewis motioned that the following recommendation be made to the Town Council concerning Folsom Park: The Folsom Field Use Agreement be used with the changes listed above included. Remove the 2 existing bleachers from Folsom Park. Leave the 6 existing soccer goals in place. Adjust the athletic field lights per staff recommendations and revisit the light recommendation in another year. Loren Moulder seconded the motion. The motion was approved by a 4-0 vote. 3.Information items These recommendations will be made to the Town Council at the August 26 meeting. 4.Adjourn Attest: Trent Lewis motioned to adjourn the meeting, Loren Moulder seconded the motion.
