Management Discussion & Highlights
July 2026
Overview
Monthly financial reports are presented on a cash basis to allow for timely reporting.
Expenditures in the operating funds exceeding the 83% year-to-date benchmark are
primarily attributable to encumbrance accounting and the issuance of purchase orders at
the beginning of the fiscal year.
Highlights
General Fund
-The ending fund balance exceeds the 21% target, largely due to most of the property tax
collections occuring in January. YTD actual expenditures are within expected percentages except
where noted.
Water-Sewer Fund
-Through July total water consumption is above the prior year by almost 6%. On average,
roughly 29% of revenue is collected in the last two months of the fiscal year.
Drainage Fund
-Collections through July are below expected percentages because the new fee structure was
not effective until the November billing. Revenue collections for the current year are outpacing
the prior year collections.
Health Fund
-YTD revenue amounts are under expected percentages. This is largely due to vacancies, the new
plan year starting in January 2026, and the newly budgeted positions not coming online until
February 2026. Claims expenses continue to track on pace with the prior year claims. This is
being closely monitored for any needed adjustments to keep the Health Fund whole.

Notes
1 Property taxes are billed in October and a majority of collections occur December through February. TIRZ Transfer made in May, percentage decreased accordingly.
2 Franchise fees and other various license and fees are paid quarterly or annually.
3 Higher amounts vs prior years due to Special Purpose District salaries being moved to General Fund. Offset by Transfers In.
4 Increase in Transfers In vs prior year related to transfers from Capital Project and Special Purpose District funds for salaries.
5 Contracts encumbered at the beginning of the year cause YTD percent to be higher than expected in early months.
6 Higher amount vs prior year due to adding market adjustments and two additional staff.
*Fund Balance Contingency per Charter and Reserve for FY26 = $11,821,706 (21%).

1 Annual debt service payments are made in February and August.
2 Contracts encumbered at the beginning of the year cause YTD percent to be higher than expected in early months.
3 Charges for services are low in the winter months and peak in summer causing revenues to show lower than expected in the early months of the fiscal year.
4 Property and Liablility insurance paid early in the fiscal year causing higher than expected YTD percentages.
5 Down from prior year due to change in processing for credit card fees.
*Minimum Ending Working Capital balance for FY26 = $10,637,474 (25%).

Re: Atmos Rate Review Mechanism Filing
Town Council Meeting – August 25, 2026
Strategic Visioning Priority: 4. Provide Excellent Municipal Services
Agenda Item:
Consider and act upon a Resolution approving a Negotiated Settlement between the Atmos Cities
Steering Committee and Atmos Energy Corporation, Mid-Tex Division regarding the Company’s
2026 Rate Review Mechanism Filing; declaring the existing rates to be unreasonable; finding the
rates to be set by the attached Settlement Tariffs to be just and reasonable and in the public
interest; and approving an attachment establishing a benchmark for pensions and retiree medical
benefits.
Description of Agenda Item:
The Town, along with 181 other Mid-Texas cities served by Atmos Energy Corporation, Mid-Tex
Division (“Atmos Mid-Tex” or “Company”), is a member of the Atmos Cities Steering Committee
(“ACSC”). In 2007, ACSC and Atmos Mid-Tex settled a rate application filed by the Company
pursuant to Section 104.301 of the Texas Utilities Code for an interim rate adjustment commonly
referred to as a GRIP filing (arising out of the Gas Reliability Infra structure Program legislation).
That settlement created a substitute rate review process, referred to as Rate Review Mechanism
(“RRM”), as a substitute for future filings under the GRIP statute.
Since 2007, there have been several modifications to the original RRM Tariff. The most recent
iteration of an RRM Tariff was reflected in an ordinance adopted by ACSC members in 2018. On
or about April 1, 2026, the Company filed a rate request pursuant to the RRM Tariff adopted by
ACSC members. The Company claimed that its cost-of-service in a test year ending December
31, 2025, entitled it to additional system-wide revenues of $291.1 million.
Application of the standards set forth in ACSC’s RRM Tariff reduces the Company’s request to
$273.6 million. After reviewing the filing and conducting discovery, ACSC’s consultants concluded
that the system-wide deficiency under the RRM regime should be $253.4 million instead of the
claimed $291.1 million.
After several settlement meetings, the parties have agreed to settle the case for $260.5 million.
This is a reduction of $30 million to the Company’s initial request. This includes payment of
ACSC’s expenses. The Effective Date for new rates is October 1, 2026.

Item 6.
Atmos generated rate tariffs attached to the Resolution will generate $260.5 million in additional
revenues. Atmos also prepared a Proof of Revenues supporting the settlement figures. ACSC
consultants have agreed that Atmos’ Proof of Revenues is accurate.
The impact of the settlement on average residential rates is an increase of $13.37 on a monthly
basis, or 14.15%. The increase for average commercial usage will be $44.82 or 9.90%. Atmos
provided bill impact comparisons containing these figures.
Budget Impact:
There is no budgetary impact affiliated with this item.
Legal Obligations and Review:

and reasonable and in the public interest; and approving an attachment establishing a benchmark
for pensions and retiree medical benefits.

I move to approve a Resolution approving a Negotiated Settlement between the Atmos Cities
Steering Committee and Atmos Energy Corporation, Mid-Tex Division regarding the Company’s

SECTION 2
Without prejudice to future litigation of any issue identified by ACSC, the Town Council
finds that the settled amount of an increase in revenues of $260.5 million on a system-wide basis

and services offered by Atmos Mid-Tex within the municipal limits arising from Atmos Mid-Tex’s
2026 RRM filing, is in the public interest, and is consistent with the Town’s authority under Section
103.001 of the Texas Utilities Code.

in future cases from evaluating the reasonableness of costs associated with incidents involving
leaks of natural gas.
SECTION 4
The existing rates for natural gas service provided by Atmos Mid-Tex are unreasonable.
The new tariffs, attached hereto and incorporated herein as Attachment 1, are just and
reasonable, and are designed to allow Atmos Mid-Tex to recover annually an additional $260.5

Provisions for Adjustment
The Commodity Charge per Ccf (100 cubic feet) for gas service set forth in any Rate Schedules utilized
by the cities of the Mid-Tex Division service area for determining normalized winter period revenues shall
be adjusted by an amount hereinafter described, which amount is referred to as the "Weather
Normalization Adjustment." The Weather Normalization Adjustment shall apply to all temperature
sensitive residential and commercial bills based on meters read during the revenue months of November
through April. The five regional weather stations are Abilene, Austin, Dallas, Waco, and Wichita Falls.
Computation of Weather Normalization Adjustment
The Weather Normalization Adjustment Factor shall be computed to the nearest one-hundredth cent
per Ccf by the following formula:
(HSFi x (NDD-ADD) )
WNAFi = Ri
(BLi + (HSFi x ADD) )
Where
i = any particular Rate Schedule or billing classification within any such
particular Rate Schedule that contains more than one billing classification
WNAFi = Weather Normalization Adjustment Factor for the ith rate schedule or
classification expressed in cents per Ccf
Ri = Commodity Charge rate of temperature sensitive sales for the ith schedule or
classification.
HSFi = heat sensitive factor for the ith schedule or classification divided by the
average bill count in that class
NDD = billing cycle normal heating degree days calculated as the simple ten-year
average of actual heating degree days.
ADD = billing cycle actual heating degree days.
Bli = base load sales for the ith schedule or classification divided by the average
bill count in that class
The Weather Normalization Adjustment for the jth customer in ith rate schedule is computed as:
WNA i = WNAF i x q ij
Where q ij is the relevant sales quantity for the jth customer in ith rate schedule.

Re: Managed Print Services and Equipment Lease Agreement
Town Council Meeting – August 25, 2026
Strategic Visioning Priority: Provide Excellent Municipal Services
Agenda Item:
Consider and act upon authorizing the Town Manager to execute an agreement with Canon
U.S.A., Inc. for managed print services, including the lease and maintenance of the Town's copier
and printer fleet, through Texas Department of Information Resources (DIR) Contract DIR -CPO-
5428 for $250,899.
Description of Agenda Item:
In December 2014, the Town entered into an agreement with ImageNet Consulting for print
management services, including copier leases and maintenance services for the Town's copier
and printer fleet. Since that time, the Town has continued to utilize the equipment and services
provided under the agreement.
The existing copier and printer fleet is now aging, and several of the models currently in service
have reached a point where replacement parts are no longer readily available. Continued
operation of the existing equipment increases the potential for extended outages, reduced
equipment reliability, and difficulty maintaining consistent service levels across Town facilities.
To address these concerns, Town staff evaluated options to replace the existing fleet and establish
a new managed print services agreement. The proposed agreement will provide for a full
replacement of the Town's copier and printer fleet, along with ongoing maintenance, support,
supplies, and related managed print services.
Procurement will be made through Texas Department of Information Resources Contract DIR-
CPO-5428.
Budget Impact:
The proposed agreement has a total annual cost of $50,180, consisting of equipment lease costs
and managed print/maintenance services for a term of 60 months.
Funding for these services is included in the adopted budget and will be charged to the applicable
equipment lease and print management accounts.
