09.12.2013 Parks & Rec MinutesPpiSPER OWN OF Prosper is a place where everyone matters. 1. Call to Order / Roll Call. MINUTES Regular Meeting of the Prosper Parks & Recreation Board 108 W. Broadway Street, Prosper, Texas Town of Prosper Municipal Chambers Thursday, September 12, 2013, 6:00 p.m. The meeting was called to order at 6:03 p.m. by Parks and Recreation Board Chair Chris Sanchez. Roll call taken by Chris Sanchez, Parks and Recreation Board Chair. Board members present included: Parks and Recreation Board Chair, Chris Sanchez, Vice Chair, Barbara Cottone, Secretary, Barbara Newell, Tena Worthy. Brad Black, Chuck Stuber, Hope Malone, were absent. Staff present included: William Mitchell, Parks and Recreation Manager; Paul Naughton, Landscape Architect. 2. Consider and act upon approval of the minutes from the Thursday, July 11, 2013, Parks and Recreation Board meeting. Motioned to approve 4-0 by Cottone, seconded by Worthy. 3. Comments by the Public. There were no comments by the public. 4. Consider and act upon naming of Cockrell Park. Motioned by Sanchez, seconded by Cottone to approve item 4 to name it Cockrell Park. Motioned approved 4-0 at 6:1 Opm. 5. Update on Cockrell Park. Update on Cockrell Park - Paul Naughton gave an update on Cockrell Park. A grant request in the amount of $420,000 has been submitted to Collin County, and Naughton should know by the end of October, 2013, if the request will be granted. Field lighting will not be installed at Cockrell Park due to cost, definition of a neighborhood park in the Park Master Plan, and proximity of neighborhoods. Discussion followed regarding the need for ball fields in the immediate future. 6. Discussion regarding practice fields. There will be a critical need for additional ball fields by 2016, with little or no funds for construction. Additional discussion was held on the "bang for the buck" regarding completing Cockrell Park or Frontier Park. An update to the Park Master Plan is being developed and need and direction will be outlined in the Plan. Another consideration is to utilize the 4-B sales tax provision as a means to develop future park and ball field sites. Page 1 of 2 7. Informational Items. Will Mitchell gave an update on the adult softball leagues which was recently formed in Prosper with (6) teams. Mitchell, discussed the Bricks 4 Kidz Lego summer camp program and the upcoming Punt, Kick and Pass Competition. A discussion was held regarding the Trout Derby and the cost of the program. A discussion was held regarding the Community Picnic being moved to a July 4 celebration instead. 8. Adjourn Motioned by Sanchez, seconded by Worthy to adjourn. Motion approved 4-0.
