The meeting was called to order at 6:05 p.m.

Regular Meeting of the
Prosper Parks & Recreation Board

Thursday, April 11, 2013, 6:00 p.m.
Roll call taken by Chris Sanchez, Parks and Recreation Board Chair.
Board members present included: Chair Chris Sanchez, Vice Chair Barbara Cottone, Secretary Barbara
Newell, Tena Worthy, and Brad Black.
Staff present included: Hulon Webb, Executive Director of Development and Community Services; and
William Mitchell, Parks and Recreation Manager.
2. Consider and act upon approval of the minutes from the March 6, 2013 Parks and
Recreation Board meeting.
Motioned to approve 5-0 by Worthy, seconded by Black.
3. Comments by the Public.
There were no comments by the public.
4. Consider and act upon the proposed hike and bike trail, as shown on site plat of Whispering
Farms Commercial Center Block A, Lot 5R -C, located on the east side of Coit Road, 550±
feet south of Prosper Trail. (D13-0012)
Staff and board members discussed the location of the hike and bike trail adjacent to Frontier
Parkway and the dedication of 9.82 acres of neighborhood park land. Motioned by Black,
seconded by Worthy approve item 4 to recommend approval of the hike and bike trail to Council
accompanied by a letter outlining staff s recommendation. Motion approved 5-0 at 6:10 p.m.
5. Consider and act upon proposed Verizon tower as shown on site plan located within Folsom
Park on the west side of Coit Road.
A representative from Verizon was present to answer questions and address concerns. Motioned by
Sanchez, to approve the request with the addition of a safety screen over the top of the fence
surrounding the equipment seconded by Cottone approve item 5 at 6:18pm.
6. Consider and act upon design contract with Freese & Nichols for the design of Cockrell
Park.
Contract was found to be a standard contract, design work under estimated budget.
