Regular Meeting of the
Parks and Recreation Board

Town of Prosper Municipal Chambers
Thursday, November 13, 2014, 6:00 p.m.
The meeting was called to order at 6:04pm by Chair, Barbara Cottone.
Roll call taken by Chair, Barbara Cottone. Board members present included: Chair, Barbara Cottone,
Vice -Chair, Mandy Goddard, Secretary, Jennifer Severance, Jeffery Hodges, Drake Dunn, and Craig
Andres. Keith Yellin was absent.
Staff present included: Paul Naughton, Landscape Architect; Will Mitchell, Parks and Recreation
Manager; Julie Shivers, Recreation Coordinator, Matt Furr, Parks Superintendent, Angela Tucker,
Administrative Assistant, Development and Community Services.
Residents present: Jack Dixon, and Cap Perry.
2. Consider and act upon approval of the minutes from the October 9, 2014, Parks and
Recreation Board meeting.
Motioned to approve by Dunn, seconded by Goddard. Approved 6-0.
3. Comments by the Public.
None.
4. Presentation of Veterans Memorial Project.
Dixon gave a power point presentation regarding the Veterans Memorial, he explained to the Board that
they have to have land before they can apply for grants.
5. Consider and act upon Parks Facilities Agreement for Tanners Mill.
Naughton presented the Parks Facilities Agreement for Tanners Mill. Naughton advised the Board that
next month they will be discussing potential names for the Park and will be an action item in a few
months.
Motioned to approve by Goddard, seconded by Severance. Approved 6-0.
6. Informational items.
Mitchell showed PARB'd the Excellence in Maintenance award the department received at the regional
TRAPS conference. Mitchell nominated the Coffman Field renovation project led by Matt Furr and his
staff. He stated this is the first award Prosper has ever received from the Texas Recreation and Parks
Society; the award is for the project using creative approaches to problem solving and innovative means
and methods of maintaining parks and recreation facilities. Naughton advised the Board about the grant
that was awarded for the Cockrell Park Land Acquisition. Naughton gave an update on the Frontier Park
Batting cages, he advised the Board in February they will do a burn out on the lights and they will be
brighter than normal. Goddard asked about the length of time and Naughton said it would only take 24

hours and it could also be done during the day. Shivers gave an update on the Christmas Festival.
Shivers gave an update on recreation programs and Adult Softball, championship game is concluding
tonight, Trout Derby tentative date is March 7, 2015; however, this may or may change due to spring
break. Furr updated the Board on the maintenance projects throughout the Town.
7. Adjourn.
Motioned by Dunn, seconded by Goddard to adjourn. Approved 6-0. Meeting was adjourned at 7:00pm.
