Regular Meeting of the
Parks and Recreation Board

Town of Prosper Municipal Chambers
Thursday, July 10, 2014, 6:00 p.m.
The meeting was called to order at 6:03pm by Parks and Recreation Board Vice -Chair, Barbara
Cottone.
Roll call taken by Vice -Chair, Barbara Cottone. Board members present included: Vice -Chair,
Barbara Cottone, Secretary, Tena Worthy, Mandy Goddard, Drake Dunn, Barbara Newell. Chair,
Chris Sanchez, Craig Andres were absent.
Staff present included: Paul Naughton, Landscape Architect; William Mitchell, Parks and
Recreation Manager; Angela Tucker, Administrative Assistant, Development and Community
Services.
Consider and act upon approval of the minutes from the June 12, 2014, Parks and
Recreation Board meeting.
Motioned to approve by Duren, seconded by Goddard. Approved 5-0.
Comments by the Public.
Charles Odom, Prosper resident spoke his ideas for the future use of the development north of
Sanders property within the Sanders property and SE of Sanders on Prosper Trail. Odom would
like to see the area become a potential Community center, Park and Recreation offices, option
for conference rooms, naming it (Sanders recreation center). Include final decision as part of
the P.D.
Consider and Act upon the trail alignment on the preliminary plat of Prosper Lake on
Preston Road.
Naughton presented the preliminary plat of Prosper Lake on Preston Road. He showed that the
development has 137 single family units, a +/-8 acre pond that would be owned and maintained
by the HOA. The preliminary plat also showed an 8' hike and bike trail connecting from Prosper
Trail to the north side of the property. Town recommendation was to have the park dedication fee
in lieu of parkland. Town did not recommend the trail alignment, as it did not meet best practice
for trail standards because it was shown to be in the front yards of 3 homes where it would cross
the driveways. Naughton recommended to have the trail go behind or side the lots to minimize
vehicular and pedestrian conflict.
Board approved the trail alignment on the preliminary plat of Prosper Lake on Preston Road with
the following amendments:
For lots 4-6 Block E: Deed restriction not allow blocking of driveway. 12-15' driveway
widths where the trail crosses the driveway. No greater then a 2% cross slope of the
driveways for ADA compliance. 40' lot set -back.
Providing a 60' Right -of -Way along the trail corridor up to the pond from Prosper Trail
with deed restrictions to not park on the hike and bike trail.

• Lots 1-4 Block D with ornamental fencing.
• The trail will be stubbed out to the East on street M.
• Additional $10,000 landscape funds for landscaping the trail within the development
adjacent to Prosper Lake on Preston.
The board recommended staff to work with the adjacent developer to have the trail brought down
from the stub out on street M to behind lots 1-4 block D to Prosper Trail.
Motioned to approve by Worthy, seconded by Drake. Approved 5-0.
5. Consider and Act upon the trail alignment of Windsong Ranch, Phase IA, 111, 1C, 2, 3A, 3B
and 4.
Naughton presented the hike and bike trail alignment and park improvement fee costs for the trail
improvements. Naughton mentioned that this reflected the revisions from last month. Board
noted that the unit price does not match with the unit pricing as reviewed in #4 above.
Board would like further information regarding the unit cost. Board recommendation was to
table it until the developer could be present to answer questions.
Motion to table by Newell, Seconded by Goddard. Tabled 5-0
6. Informational items.
Have received great feedback from Dunaway and Associates regarding the Parks Master Plan
survey, over 800 surveys has answered first question, 536 have been completed. Responses will
be collected through next week. Prosper Youth Sports Commission: working on bylaws
currently. The fireworks and event at Frontier Park was successful. Town partnered with Live in
Prosper magazine. July is National Parks and Recreation Month. A proclamation was read at
Town Council and a calendar promoting activities and amenities is on the Town website to
encourage residents to get outside in July. The SW corner of Frontier Park is being graded. Bids
for batting cages will be accepted this month.
