Broadway St., Prosper, Texas Town of Prosper Municipal Chambers Thursday, February 13, 2014, 6:00 p.m. The meeting was called to order at 6:08 p.m. by Parks and Recreation Chair Chris Sanchez. Roll call taken by Chris Sanchez Chair. Board members present included: Chair Chris Sanchez, Vice -Chair, Barbara, Secretary, Tena Worthy, Barbara Newell, Drake Dunn, Mandy Goddard Craig Andres. Staff present included: Hulon Webb, Executive Director of Development and Community Services, Chris Copple, Director of Development Services, Paul Naughton, Landscape Architect, William Mitchell, Parks and Recreation Manager, Julie Shivers, Recreation Services Coordinator, Matt Furr, Park Superintendent, Angela Tucker, Administrative Assistant Development and Community Services. Consider and act upon approval of the minutes from the January 9, 2014, Parks and Recreation Board meeting. Motioned to approve by Dunn, seconded by Goddard. Approved 7-0. Comments by the Public. None. Consider and act upon the proposed park land dedication as depicted on the Prosper Center PD rezoning request. (Z13-0011). Webb presented information regarding parkland dedication as depicted on Prosper Center PD rezoning request. Clint Richardson thanked town staff for getting all documents ready to be an item on the agenda. Reviewed request. Motioned to approve staff recommendation by Sanchez, seconded by Newell. Approved 7-0. Discussion on Pets and Town playgrounds. Mitchell reviewed some history/research about this issue and ordinances from nearby towns. Current Town ordinance already requires dogs to be on a leash, under control of owners and not to be a public nuisance. Park board agreed with the majority of municipalities and staff, indicating dogs should be allowed in playgrounds. Current ordinance also states pets are not allowed in an athletic facility or near restroom/concession areas within a park. Staff will look into additional notification possibilities to help deter violation of current ordinances. Discussion on naming of the Parks at Legacy Property. Naughton reviewed ordinances regarding naming parks. Suggestions for park were discussed. Action item for next month. If board comes up with other suggestions, send them to town staff before the next meeting. Page 1 of 1 7. Update on Frontier Park improvements. • Naughton gave an update on Parks: — Lighting around Frontier, including buffer. — Southwest corner park project – maximize field space, relocate volleyball court, lighting, batting cages. 8. Informational items. Shivers gave an update on recreation classes: — Tennis is now being offered to residents for ages 4 and up. Trout Derby at Frontier Park on Saturday, February 22, 2014. Received donations from Dick's Sporting goods. Bricks for Kidz is available from 4:30-5:30 on Wednesday's at the Prosper Library. Staff is working with Lighthouse church as a location to have programs. — Kindermusik will be available March 18, 2014, at Lighthouse church. — Fit For Moms start on March 17, 2014, at Frontier Park. Parks and Recreation Town website has been updated. The community calendar is on the Town website. Shivers is working with a Zumba and Boot camp instructor to schedule classes for the Town. 9.
