12.18.2001 P&Z MinutesRegular Planning & Zoning Commission Meeting Town Hall-109 South Main Street, Prosper, TX Tuesday, December 18, 2001, 7:00 pm. Those Present Larry Tracey, Michael Parkinson, Michael Wadsworth, Steve Coffman, Erica Kruckenburg, Janet Phillips, (City Council representative)-Ane Casady was absent Call to Order: Michael Parkinson called the meeting to order. Discussion on P&Z Public HearinC. The purpose for this meeting is a public hearing only regarding the rezoning of the property from Agriculture to residential. Mr. Parkinson presented information about the P&Z Public Hearing. Chuck Green has made a deal with Bjackard Development to trade this property for the SE corner of the intersection of CR80 and CR122. Blackard Development, the development firm behind the Whispering Farms edition, has specified within the Whispering Farms Planned Development agreement previously approved by the City Council, that this property (the Chuck Green property), will be used for 1-acre, single family residential lots. The comer Chuck Green gets in the trade is the retail corner within the Whispering Farms development (also covered under the Whispering Farms PD). Peter and Jim Dauterman, who own the land on the south side of the property in question (the Chuck Green property), attended the meeting. They are concerned about the information on the Deed restrictions, the flood plan that applies to the land, and how the land will be laid out. They are not completely opposed to the rezoning of this land; however, they are concerned that half of the land is possibly not suited for development. Michael Parkinson has requested that the Council be aware of flood plans and deed restrictions. Mrs. Phillips (Council Representative) has explained that the city will receive improvements on water and sewage with final platting of this land. Larry Tracey, Michael Wadsworth, would object to the rezoning request, because there have not been enough facts presented and they don't have enough information. Steve Coffman does not object to the rezoning, but also agrees that enough information has not yet been provided. Discussion & action on Administrative Issues The council has asked Larry Tracey to resign his position on the Planning and Zoning Commission. And Larry has voluntarily stepped down. Erica Kruckenburg, as the P&Z alternate approved by the Council at the inception of the commission, was appointed by the Council to fill Mr. Tracey's vacancy. The council is now accepting nominations for another alternate to the Planning and Zoning commission. Please send all names to the council's attention. Michael Parkinson nominated Michael Wadsworth to serve as vice -chairperson on the board. Michael Wadsworth then nominated Michael Parkinson to serve as chairperson. The P&Z discussed the rules of attendance at board meetings and agreed to monitor their attendance for approximately 6 months in order that future meetings will not have to be rescheduled due to absences. Dan Christie -Discussion and uossible action on commercial development on S.H. 289. Discussion was rescheduled for meeting on January 15, 2002. ACTION ITEMS: 1. Janet Phillips took the action to provide the Whispering Farnis PD to the P&Z members prior to the next public hearing on the Chuck Green property. Adiourn: • The meeting adjourned at 8:05 pm.
