Prosper Planning & Zoning Commission

Tuesday, September 3, 2002, 7:00pm
1. Call to Order/Roll Call. Chairman Mike Parkinson called the meetina to order. Commissioners present:
Chairman Mike Parkinson, Co -Chairman Mike Wadsworth, Steve Coffman, Ane Casady and Erica Kruckenberg.
2. Consideration and possible action reaardina the recommendation to the Prosper Town Council for
approval OR denial to rezone a tract of land located in the Collin Countv School Land Survev No. 147, Prosper.
Collin Countv. Texas, containina 44.25 acres of land. more or less, and beinq qeneraliv described as bounded
by US289. CR78 and CR77, from Single Familv Residential (SF-1) to Planned Develooment (PD) upon its
annexation. Motioned by Mike Wadsworth and seconded by Erica Kruckenberg to recommend approval to the Town
Council for the proposed rezoning of a tract of land located in the Collin County School Land Survey No. 147, Prosper,
Collin County, Texas, containing 44.25 acres of land, more or less, and being generally described as bounded by
US289, Cr 78 and CR77, from Single Family Residential (SF-1) to Planned Development (PD) upon its annexation
subject to the following changes in the in the 8-22-02 draft of the Planned Development Agreement:
1.) Page 4 of 8 — Delete the language "Other Uses allowed in the Commercial District in the Prosper
Comprehensive Zoning Ordinance" from the list of permitted uses in 1.02A;
2.) Page 4 of 8 — Add the language "Sale of distilled spirits unless approved by the Town Council" to the
list of non -permitted uses in 1.0213;
3.) Page 5 of 8 — Change the second bullet point to read "Multi -family unless incorporated in an urban
village (i.e. ground floor retail with lofts on second or third floor) and approved by the Town Council";
4.) Page 8 of 8 — Change the word "granted" to "required" in the last sentence of 2.03.
Motion carried. Vote 5 to 0.
3. Action on ADoroval of Planning & Zonina Minutes from past Meetings. Chairman Parkinson explained that
action had been taken to approve all minutes at prior meetings; however, those approved minutes were never signed.
He advised that he had signed off on the previous minutes prior to this meeting, and no formal action was necessary.
Motioned by Mike Wadsworth and seconded by Erica Kruckenberg to suspend the Regular September Planning &
Zoning Meeting. Motion carried. Vote 5 to 0.
4. Adiourn. Chairman Parkinson adjourned the meeting.
