Broadway Annex Town Administrative Offices Annex Building Wednesday, September 25, 2002, 7:00pm Those Present: Michael Parkinson, Erica Kruckenberg, Mike Wadsworth, Brenda Browning, Town Engineer, Mr. Travis Roberts and Town Administrator, Jennifer Finley. Stephen Coffman and Ane Casady were absent. Call to Order/Roll Call: Michael Parkinson called the meeting to order at 7:05 p.m. Deliberate, discuss, consider, receive input and take possible action, reqardinq the updated land use assumptions, capital improvements plan and impact fees as set forth in the Impact Fee Analvsis for Water. Waste Water and Thoroughfare Report submitted by the Town Enqineer Mr. Travis Roberts: Mr. Roberts presented the Impact Fee advisory Committee with the CIP and Impact Fee Analysis. Mr. Roberts explained that the Town Council updated the plans in 1994, but made no changes to the water and sewer impact fees. Mr. Roberts updated the plan again in 2002 to comply with the Senate Bill relating to Impact Fees. At that time, water and sewer impact fees were decreased, but thoroughfare impact fees were not implemented. Mr. Roberts explained that this analysis is independent of the Town's Master Plan. The items evaluated within the plan were thoroughfares, water and sewer, land use and trends. Population projections were used to develop the plan. The documents include two major components: Land Use Assumptions and the Capital Improvements Plan. The Thoroughfares are divided into two zones. Money collected in one zone can not be spent for improvements the other zone. Each zone is independent of the other. The water and sewer portion of the plan consists of only one zone. Money collected for impact fees can be spent anywhere within the zone. Only 50% of the maximum available fee may be assessed. The new impact fees will be as follows, and are per house / lot, not per acre: Water Impact Fee: $1652.00 Wastewater Impact Fee: $1426.00 Thoroughfare Impact Fee, Service Area 1: $1859.00 Thoroughfare Impact Fee, Service Area 2: $1498.00 Chairman, Mike Parkinson recommended that the Town Council modify the Land Use Plan to correspond with the Town's Master Plan once it is complete. He also recommended that the Council monitor the population so that it does not exceed Mr. Roberts' estimates that he used to prepare the plan. Mr. Roberts recommended that the Impact Fee Advisory Committee recommend approval of the plan, as prepared by his office, to the Town Council. Once received by the Council, a public hearing must be held before adopting the plan. Mr. Parkinson questioned whether the new fees could be assessed to existing developments that have not requested permits for homes. Mr. Roberts explained that the Council would need to adopt an Ordinance in order to assess the new fees to existing developments. Mr. Wadsworth recommended that the Council adopt this Ordinance. Ms. Kruckenberg was in support of Mr. Roberts' plan, as long as the Council would take into consideration the flexibility of the plan in relation to the Master Plan. Motioned by Mike Wadsworth and seconded by Erica Kruckenberg to recommend approval of the plan to the Town Council of the updated land use assumptions, capital improvements plan and impact fees as set forth in the Impact Fee Analysis for Water, Wastewater and Thoroughfare Report submitted by the Town Engineer, Mr. Travis Roberts. Call to Order/Roll Call: Mr. Parkinson called the meeting to order at 7:40 p.m. Public Hearinq for the purpose of amendina the Town of Prosver's Comprehensive Zoning Ordinance No. 84-16. specifically_ relating_ to the section reqardinq sians: Mr. Parkinson opened the public hearing at 7:40 p.m. and asked for public comments regarding the amendment to the sign ordinance. No comments were made. Mr. Parkinson closed the public hearing at 7:42 p.m. Consideration and possible action reqardinq a recommendation to the Town Council for adoption of an amendment to the Town's Comprehensive Zoninq Ordinance No. 84-16, specifically relatina to the section regardinq signs: Motioned by Erica Kruckenberg and seconded by Mike Wadsworth to make recommendation to the Town Council to amend Prosper's Comprehensive Zoning Ordinance No. 84-16, specifically relating to the section regarding signs.
