CALL TO ORDER — Vice Chairman Wadsworth called the meeting to order.

1. Consider Item - (Town Center - Preston)
Conduct a Public Hearing and consider a request for Zoning of an approximate 44.163
acres of land under consideration for voluntary annexation and located within the Collin
County School Land Survey, Abstract No. 147, Collin County, Texas. Said property
more generally described as being located at the northeast corner of US Highway 289
(Preston Road) and CR 78. The requested zoning is (PD) Planned Development District
for retail, commercial and related uses. The subject property is currently located in the
extraterritorial jurisdiction (ETJ) of Prosper.
1.1 Vice Chair Wadsworth opened the Public Hearing and invited all interested persons to
speak on the pending matter.

1.6 Commissioner Coffman motioned to forward the request to City Council without
recommendation. The motion failed for the lack of a second.
Action or Recommendation:
Motion: Table to a special called meeting on 09/03/02 at 7:00 P.M. City Staff, is
directed to meet with applicant (and City Attorney if necessary) to make
any necessary revisions to the PD language and the PD language draft is to
be delivered to the Commissioners by no later than Friday August 301h -

Statements for the Record:
It is my goal to call for a vote on this matter at the 9/3 meeting so that the
applicant may proceed to the September 10`h public hearing before the
Town Council with some type of recommendation in hand.

2. Consider Item - (Sign Regulations)
Conduct a Public Hearing and consider an amendment to Section 13 of Ord. No. 84-16,
The Zoning Ordinance of the Town of Prosper. The proposed action is to delete
regulations for the control of signs from the Zoning Ordinance and to replace said
regulations with a separate ordinance not a part of the Zoning Ordinance.

3. Consider Item — (PISD High School)
Conduct a Public Hearing, reconsider and make a recommendation to the City Council
regarding Reconsideration of a request from the Prosper Independent School Districts
(PISD) for a variance from Ordinance No. 84-16, The Zoning Ordinance of the Town of
Prosper, Section 3A Subsection 1.9.1 (Exterior Walls) authorizing the use of walls
partially composed of metal materials for a new field house and practice facility. The
Subject property is located east of Business 289 on the current site of the Prosper High
School in Prosper Texas.
3.1 Vice Chair Wadsworth opened the Public Hearing and invited all interested parties to
speak on the pending matter.

3.3 Director McRoy informed the Commission that the applicant had phoned him earlier that
afternoon requesting the item be tabled to allow additional time to prepare a presentation.
A representative for the applicant was not present at the meeting.

4. Discussion Item (First State Bank)
Preliminary Conference for a possible rezoning, subdivision and development of
approximately 4 acres of land located in the John R. Tunney Survey, Abstract No. 916.
Subject property is more generally located adjacent to the intersection of State Hwy. 289
(Preston Road) and Hayes Rd.
4.1 Mr. Bob McKnight (7939 C.R. 101, Celina TX 75009) spoke on behalf of the potential
applicant. Mr. McKnight indicated his intent was to develop the site as a single lot for a
branch of the 1St State Bank of Celina. He stated that the size and shape of the property
did not yield a large amount of buildable area. He provided the Commission with plans
for four (4) possible development scenarios. He indicated his preferred scenario was a
single building located at the southern portion of the property. Mr. McKnight stated that
his request for zoning will be the "O" Office district and that the bank will want to use a
temporary building prior to the final construction.
4.2 The Commission, City Staff and the applicant discussed the proposal. A list of topics

All four commissioners expressed support of this proposal pending the applicant and the
City Staff reaching agreement on the masonry exterior and ordinances relating to a

5. Discussion Item (Stone Creek Commercial)
Preliminary Conference for the possible subdivision and development of 8 commercial
lots on approximately 4.977 acres of land more generally located along the West side of
U.S. 289 Between Broadway St. and Stone Creek Drive. and adjacent to the Stone Creek
Addn. in the Town of Prosper, Texas.
5.1 Mr. Danial Heischman (5225 Village Creek XXXXXX, TX 75093) spoke on the item
representing the applicant. He stated that the proposed plan was to provide a looped
drive with a large central lot and a series of smaller lots along the outside of the loop. He
stated the central lot provided sufficient size and parking for a possible restaurant site
among other possible uses.

6. Consider Item (Secure RV)
Consider an application submitted to the Planning Department for a water well to be
located and service property addressed as 1480 West Highway 380 in the extra territorial
jurisdiction of Prosper, Texas The subject property is more generally described as being
located along the north side of U.S. Highway 380 west of Preston Road in Denton
County, Texas.
6.1 A representative for the owner/developer was not present.
6.2 Director McRoy referred the Commission to his Staff Memo on the request in which he
discussed the various issues related to the specific request and to broader development
issues related to requests of this type.

7. Discussion Item — (Staff Reports)
Announcements, Staff reports, and a discussion of possible development initiatives, or
legislative initiatives.
7.1 Director McRoy announced that he had completed the first draft of converting the
Subdivision and Zoning Ordinances into a digital format. He stated the document still
needed to be QC'ed before it could be made available to the public and he requested
volunteers to assist him in that regard.
7.2 Director McRoy announced that he had begun a comprehensive update of the Subdivision
Ordinance and that he estimates he has completed approximately 5% of the work at this
time. Vice Chair Wadsworth suggested that Director McRoy seek input from the P&Z
and City Council on their major areas of concern to expedite the process.

7.3 Director McRoy announced that The City Engineer had completed the first Draft of an
updated Land Use Assumptions and Capitol Improvements Plan for Updating the Town's
Impact Fees. Director McRoy requested guidance from the Commission on when they
would like to consider this acting as the Impact Fee Advisory Committee.
7.3.1 The Commission by consensus indicated that they wished to first consider the
matter in at a workshop at 6:00 P.M. on 09/24/02. They also indicated that they
hold public hearings on the proposal after the workshop.
