1. CALL TO ORDER — Mike Parkinson called the meeting to order.
Public Hearings
2. Consider Item
Replat Lot 15R&16R Gentle Creek Estates Conduct a Public Hearing and consider an
application submitted to the Planning Department for the Replat of Lots 15R and 16R,
Block A, Gentle Creek Estates, Phase One, Town of Prosper, Collin County, Texas.
2.1 Mr. Ryan Griffen represented the applicant in a request that would combine two
existing lots into a single lot to construct a single family home.
2.2 The Public Hearing was opened. No members of the public spoke on the item. The
Public Hearing was closed.
2.3 The Commission and City Staff discussed the proposal with the potential applicant.

3. Consider Item
PISD Conduct a public Hearing, consider and make a recommendation to the City
Council regarding a request from the Prosper Independent School Districts (PISD) for a
variance from Ordinance No. 84-16, The Zoning Ordinance of the Town of Prosper,
Section 3A Subsection 1.9.1 (Exterior Walls) authorizing the use of walls partially
composed of metal materials for a new field house and practice facility. The Subject
property is located east of Business 289 on the current site of the Prosper High School in
Prosper Texas.
3.1 Planning Director McRoy presented the request as the applicants were not
present. The request is to allow the use of metal buildings for the extension of an
existing building and for a new field house building.

4. Discussion Item
Gurley Tract Preliminary Conference for a possible single-family Planned
Development (PD) District containing approximately 1.523 acres located out of the
Collin County School Land Survey, Abstract No. 147. The subject property is more
generally located at the southwest intersection corner of Craig Street and First Street in
Prosper, Texas.
4.1 Mr. Ron Montgomery (800 Country Club Rd. Heath, TX) spoke on behalf of the
applicant. Mr. Montgomery stated that the project had been changed to reduce the total
number of proposed lots from 6 lots down to five.
4.2 The Commission and City Staff discussed the proposal with the potential applicant. A list

5. Discussion Item
Yarborough Tract Preliminary Conference for the proposed annexation, zoning and
development of a possible single-family subdivision containing approximately 42 acres
located out of the William Butler Survey, Abstract No. 112 and being more generally
located along the north side of County Road 78 east of a T.P.&L Co. Easement (Vol. 492,
Pg. 85) in Collin County Texas.
5.1 Mr. Skip Klinefelter (177 International PKWY STE 127 Richardson, TX 75081) spoke
on behalf of the proposal. The proposal is for a single-family subdivision having
minimum lot sizes of 10,000 square feet using curvilinear streets and varied but not

staggered setbacks. Mr. Klinefelter indicated a desire to develop the property under a
Planned Development District.
5.2 The Commission and City Staff discussed the proposal with the potential applicant. A list

6. Discussion Item
Prosper Town Center Preliminary Conference for a possible Retail/Commercial
development currently within the extraterritorial jurisdiction (ETJ) of the Town of
Prosper being approximately 44.613 acres located out of the Collin County School land
Survey, Abstract No. 147. The Subject Property is more generally described as being
located at the northeast corner of CR 78 and U.S 289 (Preston Road) across from
Broadway St.
6.1 Charles Hodges spoke on behalf of the proposal. Mr. Hodges asked if the Commission
had any additional comment or questions about the proposal or the Proposed PD that had
been forwarded.
6.2 The Commission and City Staff discussed the proposal with the potential applicant. A list
of topics discussed includes but is not limited to the following:
