Discussion Item LIGHT INDUSTRIAL DEVELOPMENT Discuss a possible industrial development of two tracts of land currently within the extraterritorial jurisdiction (ETJ) of the Town of Prosper being approximately 10 acres located in the Collin County School Survey Abstract No 147-4 with both tracts being adjacent to C.R. 3 and being west of the Burlington Northern Railroad. 2.1 Phillip Darland of Bell 380 Partners represented the potential applicants. This project would consist of 16 light industrial lots to be built in 3 phases to allow for office and other type light industrial tenants (e.g. electrical company, office/warehouse type users, etc.) They are proposing to bring City water to the site immediately. Phillip went on to say that after investigation they are now proposing to sewer the development. The nearest hookup is along the north side of CR3. 2.2 The Commission and City Staff discussed the proposal with the potential applicant. A list of topics discussed includes but is not limited to the following: Developing the project Impact Fees The current land use within the auspices of a plan description of this PD property 2.3 Action or Recommendation — No Formal Action Taken; although, the commission advised applicant to meet with Travis Roberts to fully understand the sewer and water line requirements they would be required to install. They also need to meet with Ronnie Tucker, the Fire Marshal, for the requirements, if any, based on the anticipated building use. 3. Discussion Item SECURE RV Preliminary discussion of a possible development of an RV storage and Service facility located within the extraterritorial jurisdiction (ETJ) of the Town of Prosper. Scott Owens of BPS Worldwide spoke for the potential applicants. Uses include office for 2 employees, propane sales, RV storage, dump station (a static tank that is emptied periodically); possible apartment above office area for property caretaker/security guard. The facility is basically a large garage for RVs, with covered and uncovered parking. The applicant is interested in using a septic system until the city provides sewer to this property 3.2. The Commission and City Staff discussed the proposal with the potential applicant. Discussion Item SHANAHAN TRACT — Discussion of a possible mixed -use development currently within the extraterritorial jurisdiction (ETJ) of the Town of Prosper being approximately 348 acres of land located in the Collin County Land Survey Abstract No. 147 and the Spencer Rice Survey Abstract No 787. The subject property is more generally described as being located between Spur 439, C.R. No 48 and S.H. 289 in Collin County, Texas 4.1. Linda Jordan of PBS&J represented Jim Shanahan on behalf of the development. The applicant desires to incorporate a mixed use of the 348 acre tract. The uses would include single family, commercial and park land. 4.2. The Commission and City Staff discussed the proposal with the potential applicant. Discussion Item VILLAGES OF PROSPER — Discussion of a possible single-family Planned Development (PD) District containing approximately 1.523 acres located out of the Collin County School Land Survey, Abstract No. 147. The subject property is more generally located at the southwest intersection corner of Craig and First Streets in Prosper, Texas. Bill Gurley spoke on behalf of this development. The proposal is to divide this area into 6 lots of average size of 7264 sq ft. with an average house size of 1,500 square feet. 5.2. Discussion Item PROSPER TOWN CENTER — Work session with a possible Retail/Commercial development currently within the extraterritorial jurisdiction (ETJ) of the Town of Prosper being approximately 44.613 acres located out of the Collin County School land Survey, Abstract No. 147. The Subject Property is more generally described as being located at the northeast corner of CR 78 and U.S 289 (Preston Road) across from Broadway St. 6.1. Charles Hodges of Hodges and Associates spoke on behalf of the project. The development team brought a Planned Development Agreement for the commissions consideration and feedback. 6.2. The Commission and City Staff discussed the proposal. Discussion Item Feedback from the Master Plan efforts (both citizens and consultant) TEAGUE GRIFFIN TRACT — Discussion of a possible rezoning and subdivision of approximately 4 acres of land located in the John R. Tunny Survey, Abstract No. 916. Subject property is more generally located adjacent to the intersection of State Hwy. 289 (Preston Road) and Hayes Rd. 7.1. Teague Griffin spoke on behalf of the development. The proposal is for a 1.5 acre piece of the 9 acre tract to be zoned for a Pizza Inn restaurant. Applicant requested direction from the commission on the project viability. 7.2. The Commission and City Staff discussed the proposal. STAFF REPORTS & MISC. DISCUSSION 8.1. Consider approval of Minutes of the 05/21 /02 Planning and Zoning Commission Meeting. Ed McRoy proposed the commission adopt an alternate method of recording the minutes of the meeting. The commission agreed with some changes. Action or Recommendation — the 5/21/02 minutes will be reworked into this new method. 8.2. Consider and recommend to the City Council the establishment of new development fees, application forms and a development calendar establishing various submittal deadlines, timing criteria and requirements for the consideration of development related applications.
