CALL TO ORDER — Steve Coffman called the meeting to order.
2 Discussion Item
INDUSTRIAL DEVELOPMENT Discuss a possible industrial development of two
tracts of land currently within the extraterritorial jurisdiction (ETJ) of the Town of
Prosper being approximately 10 acres located in the Collin County School Survey
Abstract No 147-4 with both tracts being adjacent to C.R. 3 and being west of the
Burlington Northern Railroad.
2.1 Mr. Ben Bell of JMC Construction represented the potential applicants. This project
would consist of 16 light industrial lots to be built in 3 phases to allow for office and
other type light industrial tenants (e.g. electrical company, office/warehouse type
users, etc.) They are proposing to bring City water to the site immediately. For
sewer, they propose to use a temporary on -site waste system until such time as a City
sewer line can be extended to the site.
2.2 The Commission and City Staff discussed the proposal with the potential applicant. A

3. Discussion Item
LAKES OF PROSPER Discuss a possible Single -Family residential Planned
Development by Goodman Land Advisors being approximately 183 acres and located
adjacent to the north side,of County Road 4 and the west side of the Burlington Northern
Railroad.
3.1 Mr. Bill Anderson spoke on behalf of the potential applicants. The project as
presented at this meeting has 525 lots. Two entrances had been added and that the lots

within the development had been divided as follows — approximately 75% of the lots
at a minimum of 10,000 square feet and 25% at a minimum of 9,000 square feet with
the average lot size overall well over 10,000 square feet. The realistic timeline of the
development of this tract would be 3-5 years build out but could become a bit longer.
Mr. Anderson asked if the commission would be open to congregating the smaller lot
sizes (also called `gathering the density') together and back them up to the smaller
lakes along the green belt

4. Discussion Item
PRESTON VIEW - Discussion of a possible single-family residential planned
development by The Robert Holloway Company being approximately 77.7 acres located
along the north side of CR48 and the east side of SH Spur 439.
4.1 Robert Holloway spoke on behalf of the development. Mr. Holloway's principal
question was, "are you open to having mixed sized lots instead of 10,000 square feet
and up?" They are looking for 3.65-3.7 lots/acre gross density and they want to bring
affordable housing to Prosper (e.g. $140K-150K homes).
4.2 The Commission and City Staff discussed the proposal with the potential applicant. A

Discussion Item
TEAGUE GRIFFIN Discussion of a possible rezoning and subdivision of
approximately 4 acres of land located in the John R. Tunney Survey, Abstract No. 916.
Subject property is more generally located adjacent to the intersection of State Hwy. 289
(Preston Road) and Hayes Rd.
6.1 There was no representative present to speak for the proposal. When asked by the
Chair Mr. McRoy explained his understanding of the proposal and the current zoning
of the property.

6. STAFF REPORTS & MISC. DISCUSSION
6.1 Ed briefed the commission on the status of the legal response of the La Cima
development, sewage status and presented the commission with a memo from the city
legal council. Ed stressed the memo was a confidential council -client
communication.
6.2 The commission declined the opportunity for their meetings to be recorded as the
council meetings are recorded.
6.3 The commission requested that staff enforce a 7-day cut off for submissions with
packets delivered to commission members 7-days in advance of the P&Z meeting
6.4 Mike Wadsworth asked that the commission members attend the June 11`h council
meeting.

7. ADJOURNMENT
Action or Recommendation The Commission voted unanimously to adjourn (4-0).
These minutes where accepted as true and accurate by a vote of in favor and
opposed by the Planning and Zonin Commission on this the day of
2002.
