2026 Charter Review Committee Meeting

1. Welcome & Introductions.
The meeting was convened at 6:00 p.m.

Committee Members Absent:

Staff Members Present:
Michelle Lewis Sirianni, Town Secretary
Terry Welch, Town Attorney
2. Discuss Charter Review Procedures.
The committee discussed the review process and the breakdown of sections for
consideration. Staff will provide, in advance, any sections they would like the
committee to give special attention to during the review process.
The committee also requested that Legal provide information on best practices and
that the Town Secretary provide examples of charter amendments for reference during
the review process. The Town Secretary noted a page has been created on the Town’s
website and will build from that as the committee works through the process.
3. Discussion on meeting schedule, timeline, and work plan for the Charter Review
Committee.
The committee will conduct its review on a meeting-by-meeting basis, allowing
flexibility to devote additional time to any section that requires further discussion. At
this time, meetings are expected to be held once per month, with additional meetings
scheduled as needed. The committee's final report is anticipated to be presented to
the Town Council in November, prior to the holiday season.
The next meeting is tentatively scheduled for Thursday, July 9 at 6 p.m. where the
committee will review and discuss Articles I-IV.
