Those Present
Michael Parkinson, Michael Wadsworth, Steve Coffman, Erica Kruckenburg and Ane
Casady. Also present were Council Member Janet Phillips and City Secretary Amber
Phillips.
Call to Order:
Michael Parkinson called the meeting to order at 7:10 pm. The purpose of the meeting
was to gather ideas for establishing procedures and processes to be followed by
prospective applicants who would come before the Commission. These procedures
would be adopted by the Commission, approved by the City Council and implemented by
the City Staff. The commission had reviewed the Frisco Planning and Zoning handbook
for ideas in advance of the meeting.
Amber
is working on a formal set of procedures and the commissioners made the
following
suggestions to be included in those procedures:
1.
Any property owner who is interested in annexing and/or zoning and/or rezoning
a piece of property in Prosper should first visit the City Administrative Office
where the staff will provide the applicant with a package which outlines what is
required.
2.
Prior to initiating any formal request with the City, the applicant should be
scheduled for a preliminary workshop with the Commission to discuss the
proposed action and obtain general feedback from the commissioners.

The applicant will then work through a checklist of items that the staff would sign
off on for completeness before placing the applicant on a subsequent P&Z
agenda. At that subsequent meeting, the applicant would present a concept plan
that includes a proposed site layout, renderings (if applicable) and a written
summary of the proposed development including any zoning specific information
that the commission would need to approve.
4.
Eight full sets of the information in #3 would be delivered to the staff no later
than 14 days prior to the next P&Z meeting. The applicant would then be placed
on the agenda. Packages would be prepared and delivered to the P&Z
Commissioners by no later than 7 days prior to the related meeting.
5.
The applicant needs to meet with the school administration prior to final action of
the P&Z commission to discuss the proposal's impact on the school system
(Residential and only if city and school boundaries overlap). Steve Coffinan is
going to find someone at the school to handle these meetings.
Amber advised the Commission that she has been researching the possibility of changing
some of the development fees and will meet with the Commission at a future date to
discuss this further.
Other items discussed:
1. The staff must make sure that the applicant understands that there is a 90 day window
from the time a Annexation petition is accepted by Council until the Annexation
Ordinance is formally adopted.
2. Rezoning may run concurrently with the annexation. At present, the rezoning
application must be accepted by the Council, then the Council will submit the application
to the Commission for the first public hearing. The city attorney is currently working on
an amendment to the zoning ordinance allowing the Planning and Zoning Commission to
accept Rezoning Applications.
3. An applicant should complete all of the preliminary work described previously
including the drafting and negotiating of a PD documents (if needed) prior to starting the
90 day clock. The Commission would recommend that the applicant be clear on all
timelines before applying for annexation or rezoning.
4. The applicant will erect a proposed rezoning sign. We need to figure out a procedure
to ensure that the sign is up for an adequate period of time prior to a public hearing.
Meeting was adjourned at 8:55pm. Next meeting is set for February 19`h at 7 pm. Future
meetings will be held at the First Baptist Church of Prosper. Commissioners should turn
their keys to the City Hall building in to Amber or Jennifer.
