MINUTES Regular Meeting of the Prosper Planning & Zoning Commission 605 E. Seventh Street, Prosper, Texas Prosper Middle School - Library Tuesday, November 6, 2007 6:00 p.m. Commissioners present included: Vice Chair George Dupont, Secretary Ronni Gallup, Sam Johnson, Jason Dixon, and Reno Jones. Chair Mark DeMattia arrived at 6:06 p.m. Commissioner Marcus Ruark was not present. Staff present included: Chris Copple, Senior Planner. 2. CONSENT AGENDA Dupont pulled items c and d. Motioned by Johnson, seconded by Gallup to approve the balance of the consent agenda. Motion approved 5-0. a. Consider and act upon minutes from the following Planning & Zoning Commission meetings: • October 16, 2007 Regular Meeting b. Consider and act upon a preliminary site plan of Saddle Creek Commercial, on 15.0t acres located on the northwest corner of Preston Road and Prosper Trail. The property is zoned Planned Development-31. (D07-26). C. Consider and act upon a site plan and final plat of Prosper High School, Block A, Lot 1, on 103.0± acres located on the southeast corner of Frontier Parkway and Coleman Street. The property is zoned Planned Development-22. (D07-35). Dupont asked a question about tree mitigation. Motioned by Gallup, seconded by Johnson to approve item c. Motion approved 5-0. d. Consider and act upon a preliminary site plan of Independent Bank Celina, Block A, Lot 2, on 1.5t acres located on the east side of Preston Road, 500t feet south of Prosper Trail. The property is zoned Office. (D07-36). Dupont asked a question concerning the lighting standards. Motioned by Jones, seconded by Dixon to approve item d. Motion approved 6-0. e. Consider and act upon a preliminary plat of Eagles Ridge, being 32 single family residential lots on 8.0± acres located on the east side of Coleman Street, 100t feet north of Seventh Street. The property is zoned Planned Development-37. (D07-37). f. Consider and act upon a site plan and final plat of Prosper Trails Office Center, Block A, Lots 1 - 3, on 4.5t acres located on the southwest corner of Prosper Trail and Coit Road. A public hearing to consider and act upon a request to rezone 22.3f acres located on the southwest corner of Prosper Trail and Coleman Street from Agricultural (A) and Single Family-15 (SF-15) to Retail (R),13.4f acres, and Commercial (C), 8.9f acres. (Z07-15) Chris Copple, Senior Planner, gave the Commission background information on this item. The public hearing was continued from the October 16, 2007 meeting. David Kalhoefer, representing the applicant, spoke in favor of the request. Motioned by Dupont, seconded by Gallup to close the public hearing. Motion approved 6-0. Motioned by Dupont, seconded by Johnson to approve the item. Motion approved 6-0. 4. Possibly direct Town Staff to schedule topic(s) for discussion at a future meeting. Chris Copple, Senior Planner, updated the Commission on the status of an item on the agenda to discuss the non-residential design and development standards. Dupont requested an item be placed on a future agenda to discuss overlay districts. 5. Adjourn. Motioned by Dupont. seconded by Johnson to adjourn. Motion approved 6-0.
