The meeting was called to order at 6:03 p.m.

Commissioners present included: Chair Mark DeMattia, Vice Chair George Dupont, Secretary Ronm
Gallup, Sam Johnson, Jason Dixon, and Reno Jones.
Commissioner Marcus Ruark was not present.
Staff present included: Mike Land, Town Manager, Hulon Webb, Director of Development Services,
Matthew Denton, Town Secretary, and Chris Copple, Senior Planner.
2. CONSENT AGENDA
Johnson pulled item d. and DeMattia pulled item g.
Motioned by Gallup, seconded by Jones to approve the balance of the consent agenda. Motion approved 6-0.
a. Consider and act upon minutes from the following Planning & Zoning Commission meetings:
• September 18, 2007 Regular Meeting
• September 25, 2007 Special Meeting
b. Consider and act upon a final plat of Lakes of La Cima, Phase 7, being 202 single family
residential lots on 88.4f acres located on the southwest corner of First Street and La Cima
Boulevard. The property is zoned Planned Development-6. (D07-33).
C. Consider and act upon a preliminary site plan of East Legacy Pointe, on 17.5f acres located on
the southeast corner of Legacy Drive and Prosper Trail. The property is zoned Planned
Development-14. (D07-6).
d. Consider and act upon a site plan and final plat of the Estates/Mansions of Prosper, being 620
multifamily units on 42.5t acres located on the west side of Coit Road, 700t feet north of
Richland Boulevard. The property is zoned Planned Development-2. (D07-29).
Johnson abstained from voting due to a conflict of interest. Motioned by Dupont, seconded by Gallup to
approve item d. Motion approved 5-0.
e. Consider and act upon a preliminary site plan and conveyance plat of Prosper Commons,
Block A, Lots 1 and 3, on 2.5f acres located on the northeast corner of U.S. 380 and Prosper
Commons Boulevard. The property is zoned Commercial. (D07-32).
f. Consider and act upon a site plan and final plat of Prosper Plaza, Block A, Lots 5 and 6, on
11.0± acres located on the northwest corner of U.S. 380 and Custer Road. The property is
• zoned Commercial. (D07-31).

g. Consider and act upon a preliminary site plan of Prosper High School Addition, on 103.0±
acres located on the southeast corner of Frontier Parkway and Coleman Street. The property
is zoned Planned Development-22. (D07-34).
DeMattia asked a question about the timing and location of the high school. Motioned by DeMattia,
seconded by Dupont to approve item g. Motion approved 6-0.
REGULAR AGENDA
3. Discuss the Forest City/Mahard Preannexation Agreement.
David Blom, Forest City, made a presentation to the Planning & Zoning Commission summarizing the
proposed Forest City development. The Commission discussed aspects of the agreement and provided
feedback to Forest City.
4. Possibly direct Town Staff to schedule topic(s) for discussion at a future meeting.
Commissioner DeMattia requested an item on the agenda to discuss the non-residential design and
development standards. Town staff is currently researching non-residential design and development
standards.
5. Adjourn.
Motioned by Johnson, seconded by Dixon to adjourn. Motion approved 6-0.
