MINUTES Regular Meeting of the Prosper Planning & Zoning Commission 800 Somerville Drive, Prosper, Texas Folsom Elementary School (Cafeteria) Tuesday, April 3, 2007 6:00 p.m. Commissioners present included: Chairman Mark DeMattia, Secretary Ronni Gallup, Jessica Arce, Troy Brock, George Dupont, and Marcus Ruark. Commissioner Reno Jones arrived at 6:05 p.m. Staff present included: Hulon Webb, Director of Development Services and Chris Copple, Development and Parks Planner. CONSENT AGENDA Ruark requested item 2d be pulled from the consent agenda. Motioned by Brock, seconded by Ruark to approve the balance of the consent agenda. Motion approved 6-0. a. Consider and act upon minutes from the following Planning & Zoning Commission meetings: • March 20, 2007 Regular Meeting b. Consider and act upon a final plat of Saddle Creek, Phase 1, being 124 single family residential lots on 54.0t acres located on the north side of Prosper Trail, 600t feet west of Preston Road. The property is zoned Planned Development-31. (D07-13). C. Consider and act upon a final plat of Lakes of Prosper, Phase 2, being 133 single family residential lots on 47.9f acres located on Lake Trail Lane, north of Lakes of Prosper, Phase 1. The property is zoned Planned Development-8. (D07-12). d. Consider and act upon approval of the preliminary site plan of Prestonwood Baptist Church — North Campus, a church campus on 127.9t acres on the south side of Prosper Trail, 500f feet east of Dallas Parkway. The property is zoned Planned Development-33. (D06-29) Commissioner Reno Jones arrived at 6:05 p.m. Ruark asked about the traffic impact analysis and the history of the property. Webb gave a brief history and answered questions about the preliminary site plan. Tom Simenly with Deshazo spoke about the traffic impact analysis and the access points. Mayor Charles Niswanger and Councilmember Dave Turley spoke about prior action on the preliminary site plan by the Town Council. Motioned by Dupont, seconded by Gallup to approve item 2d. Motion approved 7-0 Page 1 of 2 REGULAR AGENDA 3. A public hearing to consider and act upon a request to rezone 8.2f acres on the east side of Coleman Street, 100f feet north of Seventh Street from Single Family-15 (SF-15) to Planned Development -Downtown Residential (PD-DTR). (Z07-1). Copple reviewed the zoning request with the Commission. The public hearing was tabled at the March 20, 2007 meeting and remains open. Mark Wainscott, representing the applicant, spoke in favor of the zoning case and answered questions from the Commission. Motioned by Gallup, seconded by Ruark to close the public hearing. Motion approved 7-0 Motioned by DeMattia, seconded by Gallup to table the zoning request to the April 17, 2007 Planning & Zoning Commission meeting. Motion approved 5-2. (Ruark and Arce voted against the motion.) 4. Possibly direct Town Staff to schedule topic(s) for discussion at a future meeting. DeMattia requested an item on the next agenda to discuss Homeowner's Associations and an item to discuss the Mahard Ranch project. 5. Adjourn. Motioned by Ruark, seconded by DeMattia to adjourn.
