1. Call to Order / Roll Call
The meeting was called to order at 6:02 p.m.
Roll call was taken by the Development and Parks Planner.

Prosper Planning & Zoning Commission

Tuesday, March 6, 2007 6:00 p.m.
Commissioners present included: Chairman Mark DeMattia, Secretary Ronni Gallup, Jessica Arce, Troy
Brock, George Dupont, Reno Jones, and Marcus Ruark.
Staff present included: Hulon Webb, Director of Development Services and Chris Copple, Development and
Parks Planner.
2. CONSENT AGENDA
Copple requested items 2a and 2d be pulled from the consent agenda.
Motioned by Brock, seconded by Ruark to approve the balance of the consent agenda.
Motion approved 7-0.
Consider and act upon minutes from the following Planning & Zoning Commission meetings:
• February 20, 2007 Regular Meeting
Copple distributed revised minutes to the Commission.
Motioned by Jones, seconded by Ruark to approve item 2a. Motion approved 7-0.
b. Consider and act upon a final plat of Whitley Place, Phase 1, being 172 single family residential
lots on 113.1t acres located on the north side of First Street, 1,400t feet west of Custer Road.
The property is zoned Planned Development-9. (D07-3).
C. Consider and act upon a site plan and a final plat for Prosper Middle School No. 2, a school on
39.3t acres on the northeast corner of Coit Road and Richland Boulevard. Zoning is Planned
Development-25. (D07-4).
d. Consider and act upon a final plat of Highland Woods, being 10 single family residential lots
on 9.6t acres located on the west side of Coit Road, 100t feet south of Frontier Parkway. The
property is zoned Single Family-15. (D07-5).
Copple informed the Commission that the applicant has provided the Town with a 30-day waiver letter and
requests that the plat not be acted on by the Commission. No action was taken on the item.
REGULAR AGENDA
3. A public hearing to consider and act upon a request to rezone 16.1t acres at the southwest
corner of Dallas Parkway and West First Street from Agricultural (A) to Commercial
Corridor (CC). (Z07-2).
Copple reviewed the zoning request with the commission.

Motioned by Dupont, seconded by Ruark to open the public hearing. Motion approved 7-0.
• Marc Kurbansade, representing the applicant, spoke in favor of the zoning case and offered to answer
questions from the commission.
Motioned by Ruark, seconded by Dupont to close the public hearing. Motion approved 7-0
Motioned by Dupont, seconded by Ruark to approve the zoning request as submitted.
Motion approved 7-0.
4. Possibly direct Town Staff to schedule topic(s) for discussion at a future meeting.
Arce left the meeting at 6:18p.m.
DeMattia asked staff to include a memo of Town Council's actions on zoning cases.
Town staff was instructed to send an email to the Commission summarizing the Town's non-residential
development standards and comparing them to Frisco's Preston Road Overlay District.
5. Adjourn.
Motioned by Ruark, seconded by Jones to adjourn. Motion approved 6-0.
The meeting was adjourned at 6:29 p.m.
