Seventh Street, Prosper, Texas R_- SPE Prosper Middle School -Library Tuesday, February 19, 2008 6:00 p.m. 1. Call to Order / Roll Call. The meeting was called to order at 6:00 p.m. Roll call was taken by Chris Copple, Senior Planner. Commissioners present included: Chair Mark DeMattia, Sam Johnson, Jason Dixon, and Marcus Ruark. Commissioner George Dupont arrived at 6:03 p.m. Commissioners Ronni Gallup and Reno Jones were absent. Staff present included: Chris Copple, Senior Planner. 2. Consider and act upon minutes from the following Planning & Zoning Commission meetings: • February 5, 2008 Regular Meeting Motioned by Ruark, seconded by Dixon to approve the item. Motion approved 4-0. REGULAR AGENDA 3a. A public hearing to consider and act upon a request for a Specific Use Permit (SUP) for a mini - warehouse on 5.4f acres (Prosper Commons, Block A, Lot 2), located on the east side of Prosper Commons Boulevard, 250t feet south of Richland Boulevard. (S08-1). Tabled 2/5/08. Chris Copple, Senior Planner, gave the Commission background information on this item. Motioned by Dixon, seconded by Ruark to reopen the public hearing. Motion approved 5-0. Mike Beaty, applicant, spoke in favor of the request. Motioned by Ruark, seconded by Dixon to close the public hearing. Motion approved 5-0. Motioned by Johnson, seconded by Dupont to approve the item. Motion approved 5-0. 3b. Consider and act upon a preliminary site plan for Prosper Commons, Block A, Lot 2, on 7.9t acres located on the southeast corner of Prosper Commons Boulevard and Richland Boulevard. The property is zoned Commercial. (D07-44). Tabled 2/5/08. Chris Copple, Senior Planner, gave the Commission background information on this item. Motioned by Ruark, seconded by Dupont to approve the item. Motion approved 5-0. 4. A public hearing to consider and act upon a request to rezone 2,120.5t acres, located on the • north side of U.S. 380 and the west side of Fields Road, from Agricultural (A) to Planned Development -Single Family/Mixed Use/Retail (PD-SF/M/R). David Blom, applicant, spoke in favor of the request and answered questions from the Commission. Judy Gray asked a question about the extension of Teel Parkway. Taylor Hansel asked a questions concerning the floodplain on the property. Benny Noles asked a question about the phasing of the development. Bruce Mungiguerra asked questions about the phasing of the development and future school locations. Motioned by Dupont, seconded by Johnson to close the public hearing. Motion approved 5-0. Motioned by Dupont, seconded by Ruark to approve the item. Motion approved 5-0. 5. Consider and act upon an amendment to the Zoning Ordinance regarding the Town's Non- residential Design and Development Standards (Chapter 4, Section 8 of the Zoning Ordinance). (Z07-19). Tabled 2/5/08. Chris Copple, Senior Planner, gave the Commission background information on this item. Scott Norris, Land Advisors, passed out a letter from the Prosper Developer's Council which included comments about the proposed amendment. Norris answered questions from the Commission concerning the comments. David Blom, Forest City, spoke on the requirements concerning the rear of buildings. Mike Beaty, Mooreland Development, spoke on the colors of materials and mortar. The Commission discussed the proposed amendment to the Zoning Ordinance. Upon reviewing the amendment, the Commission requested: • Revising the wording regulating the composition shingles. • Revising the wording regulating the colors of primary and secondary building materials. • All shades of gray mortar be prohibited. • To add brick to Section 8.8 (D) and to mandate that the required 20% of brick or stone be located at the main entry points. • Revise Section 8.8 (E) so that only front facades, facades facing public r.o.w., or facades facing residential of industrial, warehouse, or institutional buildings be architecturally finished. • To add a projection/recess requirement suitable for industrial buildings. The Commission directed staff to make the revisions before the next meeting. Commissioner Ruark left at 8:08 p.m. Motioned by Dupont, seconded by Johnson to table the item to the March 4, 2008 meeting. Motion approved 4-0. 6.
