The meeting was called to order at 6:00 p.m. Roll call taken by Melanie Videan, Planning Technician. MINUTES Regular Meeting of the Prosper Planning & Zoning Commission 108 W. Broadway Street, Prosper, Texas Town of Prosper Municipal Chambers Tuesday, August 3, 2010, 6:00 p.m. Commissioners present included: Chair Mark DeMattia, Vice -Chair George Dupont, Secretary Sam Johnson, Mike McClung, Herb Trenham, and Christopher Blair. *Commissioner Brock informed of his absence prior to the meeting. Staff present included: Hulon T. Webb Jr., Director of Development Services/Town Engineer, and Melanie Videan, Planning Technician. 2. Recitation of the Pledge of Allegiance. 3. Consider and act upon minutes from the following Planning & Zoning Commission meeting: • • July 20, 2010 Regular Meeting Motioned by McClung, seconded by Dupont to approve item 3. Motion approved 6-0. REGULAR AGENDA 4. A public hearing to consider and act upon a final plat of Preston 48 Addition, Block A, Lot 5R, being a replat of Preston 48 Addition, Block A, Lot 5, on 1.1± acres, located on the south side of Prosper Trail, 500± feet west of Preston Road. The property is zoned Planned Development-46 (PD-46). (D 10-0014). Summary Videan: Summarized applicant's need to replat. Recommended approval. Discussion DeMattia: Asked staff the reason for a public hearing. Videan: Informed of replat public hearing and notification requirements according to state law. Motioned by Trenham, seconded by McClung to open the public hearing. Motion passed 6-0. Motioned by Johnson, seconded by Blair to close the public hearing. Motion passed 6-0. • Motioned by Dupont, seconded by McClung to approve item subject to staff recommendations. Motion approved 6-0. Page 1 of 2 5. A public hearing to consider and act upon a request to rezone 6.4t acres, located on the west side of Dallas Parkway, 900± feet south of First Street (626 S. Dallas Parkway), from Single Family-15 (SF- 15) to Commercial Corridor (CC). (Z10-0011). Summary Videan: Summarized the request to rezone. Noted the request's conformance with the Future Land Use Plan, the Thoroughfare Plan, and the provisions for water and sewer services to the subject property. Informed notification was given in accordance to State law, and no public hearing reply forms were received by the Planning Division. Recommended approval. Motioned by Blair, seconded by Trenham to open the public hearing. Motion passed 6-0. Public Hearing Discussion Eric Reinhart (Nelson Brothers): Informed Commission which property he represents and the reason for his attendance, which was to stay informed on what was taking place with the property. Motioned by Dupont, seconded by Blair to close the public hearing. Motion passed 6-0. Discussion DeMattia: Asked staff to clarify requested zoning request shown on exhibit. Videan: Informed text is a typo, and will have applicant revise and resubmit exhibit. Motioned by Dupont, seconded by Trenham to approve item 5. Motion approved 6-0. • 6. Possibly direct Town Staff to schedule topic(s) for discussion at a future meeting. Discussion Dupont: Asked staff when the Multi -Family and Townhome Green Build Program will be heard by Council. Webb: Informed Commission the item will probably be presented at the September 28, 2010 Town Council meeting. 6. Adjourn Motioned by McClung, seconded by DeMattia to adjourn. Motion approved 6-0.
